Even if they used them as human shields as you insinuated, what happened during that moment they stopped firing to the moment they stationed or lined up the abducted victims as shields, and again the moment they moved themselves and the abducted victims inside the vehicle and zoomed off?
What happens to trailing them or surrounding them?

I am sure you read that they operated for a whole hour before the military arrived. Nowhere in the report did it mention where the bandits were by the time the military arrived. They may as well have already left the school and got engaged by the military on their way.

In situations like this due to the Innocents in their midst the military would not go crazy shooting anyhow because of the Innocents otherwise they could also get killed in the line of fire

Sometimes it is best to let the Innocents live by allowing the bandits escape and then hope to get them rescued later than to kill with reckless abandon.

This is why I said the report does not tell the whole story.
