Suspicion and rage simmered in the Niger Delta region on Friday, following statements credited to the Deputy National Chairman of the Peoples Democratic Party, Dr. Sam Jaja, that President Goodluck Jonathan had committed blunders that required his impeachment.

Elders and activists from the region were furious that the PDP had tactically given the House of Representatives a backing to actualise its threat to impeach the president.

They were also suspicious that the national leaders of the party from the region might have been convinced to join the impeachment train
.

Jaja had, while briefing journalists on behalf of the party’s National Working Committee last Thursday, said the PDP was aware that Jonathan had made some errors deserving of impeachment.

He, however, said the party would try to resolve the present face-off between the lawmakers and Jonathan


Jaja, who is from the same geopolitical zone with Jonathan, said, “It is not a fluke that they (Reps) are not making any sense, it is not also a fluke that the President is making errors that require impeachment.”

But Ijaw elders and activists were of the opinion that the national leadership of the PDP wanted the president removed from office.

The President of the Conference of Ethnic Nationalities of Niger Delta, Prof. Kimse Okoko, described Jaja’s comments as “a conspiracy theory” and asked him to name the impeachable offences that Jonathan had committed.

He said, “Coming from someone from the Niger Delta, it is a conspiracy theory. Let him tell us what the impeachable errors are. Unless he says so it will be unfair for him to come up with this conspiracy theory. It is an irresponsible statement because he has not mentioned the errors.”

Okoko who was the former President of the Ijaw National Congress said he was only aware that the lawmakers threatened to impeach the president if he failed to ensure 100 per cent implementation of the budget.

“I consider that reason unacceptable because there is hardly any country in the world where budgets are implemented to the tune of 100 per cent, especially in our country where budgets are determined by the proceeds of the oil we sell. To expect 100 per cent performance from Jonathan is mischievous”, he said.

Also a Niger Delta activist and Spokesperson, Ijaw Republican Assembly, Ankio Briggs, described the position of the party as shocking and horrifying, adding that it was more frightening coming from Jaja, who is from the Niger Delta region.

“It can now be categorically said that not only are there agitators within the nation from a particular zone to destabilise Jonathan’s government, there are people even from the Niger Delta zone and this is very frightening,” she said.

Also, the former Chairman of the Nigerian Bar Association, Bayelsa State chapter, Mr. Stanley Damabide, said the comments coming from “a house that should be protective of the presidency was suspicious.”

He said, “Our greatest fear is conspiracy. The statement is to a large extent immature and not responsible considering the current state of the country and the fact that whatever disagreement or crisis at hand has not reached a level where it cannot be managed and corrected internally.”

Similarly, the spokesman of the Ijaw National Congress, Mr. Victor Burubo, described the statement credited to Jaja as his personal opinion, adding that the INC does not share such opinion with him.

Burubo said, “If he (Jaja) actually said so, then it is his own opinion. The INC does not agree with him. If there is any president in this country that has demonstrated commitment to the rule of law, it is President Jonathan.”

Any impeachment threat or move will fly away in the face of these remarkable achievements in one year.

In Finance,

finance ministry is carrying out bio metric evaluation of federal civil servants  to reduce waste. The checks revealed the pension scam of over 120 billion. There is the new integrated online payment system which helps the minister monitor transfer of public funds. Our foreign reserves have risen again to 37 billion dollars. There's the proposed Soveriegn Wealth Fund to cater for excess oil sale proceeds.

In Energy, a lot of reforms. The president is keen on transparency and thus has set up probes into the sector viz KPMG AUDIT and AIG IMOUKHEDE. The president sought to close the window of corruption by removing subsidy but the cabal misled Labour into a protest. That notwithstanding, the reforms are still ongoing and the full deregulation of the downstream sector being vigorously pursued. Last week, the FG had concluded the PIB which remains a landmark legislation that will revolutionarize the petroleum  industry. Refineries are undergoing repairs and an American company, VULCAN is to build six more new refineries.

In roads, Zaria-Funtua-Gusau roads, Oshodi-Apapa with expansion and drainage works,  dedicated bridge frm liverpool roundabout to Tin can ports, trailer park, Dualisation  of Ibadan -Ilorin, ENUGU-Onitsha, completion of OWERRI -Onitsha,    9th mile, ongoing reconstruction of Benin-Ore-Sagamu highway measuring over 265 km, Kano-Maidugri Dualisation. Keffi -Akwanga-Lafia, award of Afikpo-Okigwe, Auchi-Okene being handled by Setraco. Loko-Eweta-Karishi bridge, Kolo-Nembe -Brass  to mention but a few.

In Transport, massive reforms at the ports. Sanitisation and reduction of operating agencies to 7. Introduction of 24 hrs ports operation. Ongoing Construction of light gauge train railways across t4 cardinal point of the federation

In  Aviation, massive reconstruction of major airports in the land, Enugu airport is undergoing total rehabilitation. The domestic wing of Abuja airport is also being reconstructed with expansion of roads and car parks. Same fr the international wing and the kano airports

In Education, establishment of 9 new federal universities in less than 1 year. Constructed 2 new campuses of the Nigerian law schools in Yenagoa and Yola respectively. Launched the Almajiri schools for education of itenerant Islamic pupils in the north wFhich Buhari and other northern leaders abandoned. Increased funding to almost 400 billion to education thereby setting an all time highest record. Reinvigorated the inspectorate oversight of schools leading to the revocation of some licenses from universities. Executed the landmark upgrade of university lecturers retirement age from 65 to 70. 

 In agriculture, for the first time in our history, we have a clearly defined agricultural policy which is targeted towards maximum utilisation of cassava for growth thru the launch of the cassava bread campaign. The policy is intended to reduce our reliance on imported wheat so as to encourage local production of cassava and it's conversion to flour for bakery. The FG has in less than one year eliminated the middlemen cartel that fed fat on fertiliser distribution at the expense of local farmers. Now through deregulation reforms, fertiliser is now accessible in the open market. he has also embarked on massive construction of silos and has increased import duties on the importation of rice in order to encourage local farmers. The efforts of the minister has been so appreciable that the world bank assisted with over 50 billion Naira for fertiliser redistribution scheme/ silos. The CBN has also set up a 500 billion loan scheme which is to assist farmers.

In power, the NIPP has been revived with the subsequent refurbishment of Afam, Alaoji, Calabar, GEREGU, Omotosho, papalanto power plants. This has led to the addition last December of 4,000 megawatts from barely 1700 to the national grid. To address the problem of distribution,  the 18 successor companies have been slated for privatization.  The media is already awash with news of the proposed privatization next week. The reforms include the review of tariffs in order to ensure a cost reflective tariff that will encourage private sector participation in the building of gas plants. Already, this has started yielding dividends as SPDC has commenced processes towards building a gas plant in IMO state.

This man Jonathan is the President of Niger Delta and not of the President of whole Nigeria. Of course they will come out with their usual , minority ,marginalization etc when the actual truth is that the man has no capacity to handle the job of a president. As far as I am concerned another niger Deltan with the real capability to do the job can come and do it , especially if democratically elected.GEJ is excess baggage for the country.

THE House of Representatives, on Sunday, rekindled its impeachment threat on President Goodluck Jonathan over the alleged poor implementation of the 2012 budget, saying that the president's action was similar to what obtained in the dark days of the military era.

The House equally stated that the poor and selective implementation of the 2012 budget by the executive arm of government was as a result of the poor attitude of officials of government saddled with the responsibility of implementing the Appropriation Act, naming the coordinating Minister of the Economy and Minister of Finance, Dr (Mrs) Ngozi Okonjo-Iweala as one of the violators.

Chairman, House Committee on Media and Public Affairs, Honourable Zakari Mohammed, who briefed newsmen in Abuja, said “they (the executive) seem to be suffering from military hangover, whereby budgets were announced after a meeting of the Supreme Military Council (SMC). The Federal Executive Council (FEC) is not the equivalent of the SMC.”

He said the Minister of Finance lied about the percentage of budget implemented by the Federal Government, stressing that “it is not true that the executive arm has implemented as of today, 56 per cent of the 2012 budget as widely reported. In truth, about 34 per cent of the budget has been implemented.”

According to him, “the minister was clear in saying that only N324 billion has so far been cash backed. In other words, it is only N324 billion that is available to the MDAs for implementation of capital projects and programmes of government, out of about N1.5 trillion appropriated for all capital expenditure.”

Quoting Section six of the Appropriation Act, 2012, he said “the Minister of Finance shall ensure that funds appropriated under this Act are released to the appropriate agencies and or organs of government as and when due, provided that no funds for any quarter of the fiscal year shall be deferred without prior waiver from the National Assembly,” adding that “this is what the minister is expected to do. It is not within her powers to pick and choose projects and programmes to fund as has been the case with the Appropriation Act 2012.”

He said constituency projects were managed by the executive arm of government, adding that members of the National Assembly were not involved in the advertising of the projects or in the shortlisting of contractors.

The House, however, enjoined all ministries, departments and agencies of government to continue with the procurement processes and eventual award of all capital projects within their purview.

That is the mathematical equation of a Party that keeps picking the most unprepared and unwilling candidate as running mate and for power.

Only Atiku had the gravitas and independence as a Vice President since the 4th republic.

After his fight with OBJ, the Presidents are not nominating people that can handle the affairs of the country in their absence.For their own selfish reasons, they are looking for the most unlikey to probe or oppose them. Thats the PDP formula.

We all can agree that if Donald Duke had been nominated as the Vice President to Y'ardua to fill the so call South South slot, Nigeria would be a better place by now.

The issue has been clear from the start.. When Jaja made those comments last week I suspected conspiracy.. The ND group is not crying foul but stating the truth..GEJ is not joining the bonwagon of some within the rank of the party to perpetrate the act of corruption why they want to capitalize on the grievances of the house to seek relevance before the president... This is an evidence to the onlookers that this president is clean in his quest for national development and the war against corruption.. Am not even bothered about the errant nonsense of impeachment cos it cannot and I repeat it again it can never happen or Nigeria burns.. They only want some appetizers from the president.. The truth is actually very simple - impeach Jonathan and kiss ND oil and perhaps Nigeria goodbye. It's clear that while GEJ may not be the radical change Nigeria needs, he is no worse than the others before him.

The SW and North have no basis for the hate campaign against GEJ. Obj of the SW spent 8yrs and trillions and had nothing of note to show for it. Ok he collected money and gave GSM licenses. Very likely GEJ will fix the power sector Obj failed at so spectacularly.

The North is even worse - after misruling and destroying the country for almost 40years, they should hide their head in shame. Now they are destroying their own region in the name of removing GEJ.

I don't get how people envision a Nigeria existing where GEJ is impeached and removed for a northerner to become president. All because of budgets that have not been implemented fully for years and BH caused by the North. I don't see Nigeria surviving it.

Perhaps GEJ's impeachment might be a good thing. It should hasten the demise of the crap called Nigeria.

That said, GEJ is not doing some basic things that Nigeria needs. He should allow states to be responsible for their policing, education, roads - all federal structures handling these should be scrapped and the funds sent to the states. However, ACN or CPC are not promising these changes either. All they want is their chance to loot - no agenda.

Chairman, House Committee on Media and Public Affairs, Honourable Zakari Mohammed, who briefed newsmen in Abuja, said “they (the executive) seem to be suffering from military hangover, whereby budgets were announced after a meeting of the Supreme Military Council (SMC). The Federal Executive Council (FEC) is not the equivalent of the SMC.”

He said the Minister of Finance lied about the percentage of budget implemented by the Federal Government, stressing that “it is not true that the executive arm has implemented as of today, 56 per cent of the 2012 budget as widely reported. In truth, about 34 per cent of the budget has been implemented.”

According to him, “the minister was clear in saying that only N324 billion has so far been cash backed. In other words, it is only N324 billion that is available to the MDAs for implementation of capital projects and programmes of government, out of about N1.5 trillion appropriated for all capital expenditure.”

IF GEJ's Impeachment will break up Nigeria i will embrace it Cause am not a believer of One Rotten Nigeria. Am Just a lover of Peace which only division of Nigeria will bring, Imagine a country without Islam that will be Cute....

But GEJ is working.... Look the the energy sector he is really trying cause for nearly a month now i have had uninterrupted power supply though not 247 but at least 20hrs a day...... I know he is working in some other sectors but the problem of Boko Haram has been distracting people from seeing this....

Impeachment is also a process of government. Why are they acting like impeachment is a coup plot or something. There is provision for impeachment in the constitution and the power is wide ranging on purpose.

In fact if more governors and Presidents had been impeached in the past, our democracy would be more robust for it.

A popular President can never be impeached by the NASS. The NASS have guaged the mood of the nation and are blackmailing an unpopular President.

It's GEJ's current unpopularity that is making him afraid because he knows Nigerians will not protest his impeachment...In fact the majority will welcome it only to find out that Sambo is even worse.

That is the mathematical equation of a Party that keeps picking the most unprepared and unwilling candidate as running mate and for power.

Only Atiku had the gravitas and independence as a Vice President since the 4th republic.

After his fight with OBJ, the Presidents are not nominating people that can handle the affairs of the country in their absence.For their own selfish reasons, they are looking for the most unlikey to probe or oppose them. Thats the PDP formula.

We all can agree that if Donald Duke had been nominated as the Vice President to Y'ardua to fill the so call South South slot, Nigeria would be a better place by now.

True. I'm all for GEJ's impeachment and I had shouted it a long time before this present predicament. But I'm very uncomfortable with the reps motives in this as this comes during a very, very pivotal period in the fight against oil thieves. I want the fight (with 'the cabal') to progress a bit so we can see if GEJ has reached the breaking point that'll see him finally emerge as a man. I know that if GEJ gets impeached this way the SS will erupt and that, the north cannot afford.
But I've got say that PDP tried sef, I expected them to implode during the 2011 election, that they came out of that was very impressive. I hope they die get raped by gay demons.
