It was sold, the former owner is building another oriental pillars hotel of 5 floors, I believe he needed money to complete his new project.
I believe it is still gonna be a hotel, converting it to a shopping complex will be hard

Shell Petroleum Development Company (SPDC), global oil player with the largest footprint in Nigeria, has handed out cheques worth over N360 million to community contractors for the third milestone cluster development boards (CDBs) social investment projects designed to benefit host communities of the Assa North Gas Development Project.



The multi-billion-dollar Asa North-Ohaji South (ANOH) gas project, is one of the largest greenfield gas condensate development projects ever undertaken in Nigeria. It is expected to produce 600 million standard cubic feet of gas per day (mscf/d), an equivalent of approximately 2.4 gigawatts (GW) of electricity for Nigeria.



ANOH, being developed by Shell, and estimated to cost over $3.5 billion, is sited on 200 hectares of land in Ohaji-Egbema local government area of Imo State, which was based on a request in June 2012 by Shell. The land is part of the state’s equity contribution to the project.



Governor Hope Uzodinma of Imo State lauded Shell’s commitment to the development of infrastructure and human capital in communities hosting the Assa North Gas Development project in the state.



Represented by Ikay Njoku, the commissioner for Environment, the governor also endorsed the gas project’s Cluster Development Board’s (CDB) employment of community contractors for the social investment projects.



Imo, an oil-rich state, is said to be awash with huge gas deposits in excess of 700 billion cubic feet of gas much of which have not been harnessed. Nigeria has 200.79 trillion cubic feet of gas as of 2019, according to figures posted by the Department of Petroleum Resources (DPR).



The governor said: “I commend the Assa North and Ohaji Egbema Cluster Development Boards, as well as their community contractors for doing good jobs so far. Imo State Government will continue to monitor project execution to ensure that contractors do not lower the quality and standard of the jobs. We will have zero tolerance for corruption.”



Chairman of Assa North CDB, Godswill Uzomba Uho, his counterpart for the Ohaji/Egbema CDB, Casmir Ekeruo all pledged to “continue to monitor the community contractors to ensure they executed the projects with right standards maintained.



Meanwhile, Banji Adekoya, SPDC’s external relations manager, projects and opportunities, said SPDC was committed to supporting projects that increase the capacity of the communities to deliver credible projects.



He said, the gas development project in Imo was one of the priority projects of the federal government of Nigeria, because its development will help the government deliver on its ambition to provide enough gas for domestic consumption, power generation and gas-based ammonia and urea fertilizers for farmers.”



“The Assa North Gas Development Project will be a major game-changer in our country’s quest for energy sufficiency and economic growth and, once again, it emphasizes Shell’s unshaken commitment to Nigeria both now and in the future,” the SPDC official said.



He confirmed the project’s potential as one of the largest domestic gas projects in the country when completed. That when completed, the ANOH gas project will produce 600 million standard cubic feet of gas per day (mscf/d) from its upstream facilities, and process 300 mscf/d from the SPDC gas facility under construction to boost domestic gas supply for power generation and general industrialization.



According to him, to benefit the local communities, SPDC has a deliberate Nigerian and Community Content strategy embedded in the projects’ operations to create vast opportunities for Nigerian firms in engineering, procurement and construction (EPC) contracts; immense employment and sub-contracting opportunities for workers and local contractors in the project area; as well as opportunities for capacity development initiatives, knowledge transfer and human capital development.



In February 2019, Shell inaugurated CDBs for the major gas project, in which it would spend N1 billion in the project’s host communities over the next five years.

The CDBs are made up of principal officers of the Community Trusts from 11 communities of the ANOH gas development project, and would have the responsibility for implementing a global memorandum of understanding (GMOU) established for the project.



The Anglo-Dutch oil giant had earlier in late 2018 announced a final investment decision (FID) on the gas project. This was followed by signing of a GMOU with the project’s host communities in Ohaji-Egbema local government area of Imo State.

To the best of my knowledge Rt Hon Ihedioha concluded arrangements with them and officially handed over land for the project at Ngor okpala along airport road.
Hope hasn't revoked the land so Afriexim bank should be developing the land now.
But I have seen any update about the project since the land hand over ceremony.

IMO STATE PUBLIC ENLIGHTENMENT

INTERACTION BETWEEN THE IMO STATE COMMISSIONER FOR WORKS, BARR. RALPH NWOSU AND THE SPECIAL ADVISER TO THE GOVERNOR PUBLIC ENLIGHTENMENT, PRINCE EZE UGOCHUKWU

#Q. How many roads have we commissioned?

#Ans. We've commissioned 22 roads so far. Most of them in Owerri, and understandably so.

#Q. What is the durability of these roads in terms of project monitoring. How efficient is the project monitoring arm of the ministry?

#Ans. Very, very efficient. I have resident engineers, in addition we have assistant resident engineers. We have layers of supervision from the ministries moreover the Special Advisers on Project Monitoring from the three zones are always on site to look at what is happening. Even the governor himself is not left out in the supervision and monitoring exercise.

#Q. In terms of the drainages on these roads, do you take seriously the deliveries of the contractors on the drainages?

#Ans. That's the most important thing because, if you don't do it, the whole road funiture will collapse. Drainages are even more important. If you get it wrong, that's the end of the road. But some people just look at the asphalt. In most cases, asphalt is like paint, if the base is not there, you're wasting your time.

#Q. Orlu road is progressing very well. The last time I checked, they're at Umuaka in Njaba LGA. What's happening with the Owerri - Okigwe Road.

#Ans. That's ongoing. Owerri to Okigwe is ongoing. The delay we experienced was due to the fact that the initial design was 9 metres. We increased the width from 9 to 12.3 metres. We had to get the consultants to redesign it. We have one of the best consultants on that road, Deloitte and Touche. They're the one managing the projects plus our own internal mechanism.

#Q. Do you have timeline completion for the project?

#Ans. Yes. It's for 18 months. With the technology they are applying and availability of funds, we should be able to deliver that road within the projected time frame.

#Q. For the Owerri - Okigwe Road, do you have plans for any palliatives as the rainy season approaches?

#Ans. We are already doing that at Añara, Amaraku. Akabo is okay now. At Ekemele we have a rigid platform there now at the black spot. So it will not have any problem.

#Q. Do you have any plans for the rural roads too?

#Ans. Of course. Our earth moving equipments will soon move into the zones. We just wanted to clear a few administrative issues and then go in. We don't have all the money in the whole world. Our next move is to the zones. We will tackle Orlu zone and Okigwe. We have three ongoing roads now in Okigwe zone already.

#Q. What of Ideato area. Issues of erosion are more pronounced there.

#Ans. They are part of the areas we will move in. But we did some palliatives in Ideato during the Christmas period. The erosion there is unbelievable. One of the longest roads in that area was done under Ikedi Ohakim era, Nigercat Construction Company did that road. The road has developed some faults here and there. Only two days ago, I despatched our engineers to go and assess that road. I will send their report to his Excellency for approval.

#Q. What is your message to the people of Ideato North and South?

#Ans. Of course they will have their roads done. We are for everybody. We will not patronize some areas and abandon others. We will be even-handed in the spread of projects.

#Q. Is there any other thing you will like to tell us in terms of the performance of your ministry. Your message to Imo people.

#Ans. What we have done is there for everybody to see, and it tells you what we can do if given the opportunity and if we have enough money. We are doing the roads to stand the test of time. No government should be praised for constructing a road, because that's what you're supposed to do in the first place. If we have done that in the last eight years, no body will be talking about roads by now. We would have freed funds for other sectors and develop other facilities.

#Q. I saw what is happening at Naze/Timber Market road up to Road Safety junction in Egbu. Are you taking it to Orji as part of the inner ring road?

#Ans. We will take construction to Orji. We will get there. There is also an intervention that is happening there. That road was under contract. NDDC intervened in that particular segment of the road. But during the last rainy season, the area almost submerged. So we had to call back the contractor. NDDC came and instead of the Naze stretch, we asked them to construct the Egbu/Road Safety junction to Orji. While we handle the Naze to Road Safety junction. We are now doing the Naze to Egbu junction, while they're now putting their acts together to tackle the Egbu to Orji section.

#Q. What of the MCC to Toronto. Any plans of going beyond Toronto junction?

#Ans. What we're doing at the MCC to Toronto junction is a prelude. Once we get to Toronto, we will cross it to Uratta. Just the same thing we're doing at the World Bank Road. Once we get to the last roundabout, we will proceed to Umuguma village.

#Q: How is the World Bank Road going? I see ongoing work at the Cubana Section.

#Ans: : That area is the lowest point on that road. The flooding in that area is very heavy, but with what we are doing now, we will contain it and solve the problem

#Q: Are you going to take the road rehabilitation to some sections of Yar'dua Drive?

#Ans: Once we solve the problem with the drains we are doing at the World Bank Road, we will now connect to Yar'dua drive. No matter what you do at Yar'dua road without taking out the sluge water there, it will collapse. The water there is going no where, so we need to fix the drains there and take the water from Everyday Supermarket to Nwaorie River.

#Q: Some people are saying that, why should we commison roads of less than 5 kilometres without taking full cognizance of drainage components, especially the balloon technology at Chukwuma Nwoha road and environs.

#Ans: Apart from the balloon Technology, people did not realize that Chukwuma Nwoha was the most problematic road we have done, even within the internal roads we are doing.
The inner ring roads we are doing are supposed to come from Bishop's Court up to Chukwuma Nwoha to Egbu and underground across the road into Otammiri River. When we designed it then in 2007 and 2011, we could not do it because of the cost implication. No other administration could do it because they could not attack the drainage problem. It is not the length of the road, but the importance of the road that matters.
The balloon Technology is something we are happy about.

If Hope Uzodinma is doing all these roads, it simply means that Rochas Okorocha wasted Imo State resources on "China roads".
I just Hope that the era of China roads has ended. undecided

This is one point I always raise here.
If Hope Uzodinma is doing all these roads, it simply means that Rochas Okorocha wasted Imo State resources on "China roads".
I just Hope that the era of China roads has ended. undecided
the difference between rochas and hope is that rochas seemed to innitiate multiple projects with small budget, he resulted in cutting costs whilst dishing out half baked ends meet.

It seems hope is focusing more on road projects for now which is more better for me because what should be done is worth doing right.. no matter how little.

They are related but different projects. Assa North field is owned by Shell while the Ohaji South field is owned by Seplat. These two fields have been united to form Assa North Ohaji South (ANOH) field.

600 million scf/d of gas would be produced from the field by Shell whose role is to explore for gas, drill several gas wells, produce and treat the planned gas quantity. A primary treatment facility would be established in Imo State.

Shell would then transport 300mmscf/d of gas to its gas plant in Rivers State, while Seplat would process 300mmscf/d of gas at the new gas processing plant they are building.

Assa North-Ohaji South Project

The Assa North-Ohaji South project (ANOH) is one of the largest greenfield gas condensate development projects being undertaken in Nigeria.

The project involves the development of the Ohaji South gas and condensate field located within the license block OML 53 and the Assa North field in license block OML 21.

The two fields are together expected to produce 600 million standard cubic feet per day (Mscfd) of gas, equivalent to approximately 2.4GW of electricity. The generated electricity is sufficient to supply for approximately 2.4 million homes.

ANOH Gas Processing Company (AGPC), incorporated in 2017, is responsible for the project development and operation and maintenance. Seplat holds 50% stake in AGPC, while Nigerian Gas Company (NGC), a wholly owned subsidiary of Nigerian National Petroleum Corporation (NNPC), holds the remaining stake.
Project Gallery

Final investment decision on the project was made in December 2018, with commissioning planned to be completed by the first quarter of 2020. The field is expected to produce between three and 3.4 billion standard cubic feet of gas per day by 2020.
Ownership of license blocks OML 53 and 21

Shell Petroleum Development Company of Nigeria Limited (SPDC) holds 30% stake and is also the operator of the JV that owns the license OML 21. Other partners in the JV include Nigerian National Petroleum Corporation (NNPC, 55%), Total Exploration and Production Nigeria (10%), and Nigerian Agip Oil Company (5%).

NNPC holds 60% stake in the OML 53 license, while the remaining stake is owned by Seplat. The two companies will hold an upstream unit interest in ANOH of 30% and 20%, respectively.
Assa North-Ohaji South project location and background

ANOH is one of the seven critical gas projects initiated by the Ministry of Petroleum and the Nigerian National Petroleum Corporation (NNPC) to meet the increasing gas demand in Nigeria.

The project extends in 719.84km2 in the Imo state and is located approximately 25km from Owerri and 75km from Port Harcourt.

Shell initiated the preliminary project development and conducted environmental impact assessment (EIA) studies in 2006 and front-end engineering and design (FEED) in April 2007.

The final cumulative EIA report was submitted to the Federal Ministry of Environment of Nigeriain September 2015 and the same was approved in February 2016.
Assa North-Ohaji South project reserves

The Assa North and Ohaji Southfields are expected to contain reserves of 4.3 trillion cubic feet (Tcf) of gas in addition to 215 million barrels (Mmbbls) of condensate.
Assa North-Ohaji South project details

The Assa North field hosts hydrocarbon reserves in the north-eastern segment of OML 21, which extend into the Southern segment of OML 53.

The project is being developed in two phases, with the first phase involving the construction of two main reservoirs H1000 and H4000. The second phase involves the depletion compression, with potential to further develop other lower-ranking reservoirs.

Four development wells will be constructed in the H1000 reservoir, while twowells will be constructed in the H4000 reservoir. All the wells will be pre-drilled from a single drilling centre and forwarded to three inlet manifolds of PTF through individual flowlines.

Gas will be processed through dehydration and hydrocarbon dew pointing processes to meet the sales specifications, while the liquids will be processed by condensate stabilisation and dehydration methods.

The project will be connected to large-scale gas reserves to Nigeria’s main demand centres through the Oben hub owned by Seplat. The produced gas will be treated at the processing facility owned by SPDC JV and then forwarded through the Obiafu-Obrikom-Oben pipeline network.
Gas treatment

Gas will be treated at the primary treatment facility (PTF) to be located between the existing Assa North-1 surface drilling centre and the Assa flow station. The facility is estimated to have a capacity of 600Mmscf/d gas and 45,000bbl/d of condensate.

The PTF will comprise two 300Mmscfd gas dehydration facilities, 15 wellheads, associated flowlines for H1 and H4 wells, NAG inlet facilities for H1 and H4 wells, and other facilities. The stabilised liquids are proposed to be stored at the four 100,000bbl tanks.

The processing plant will comprise two Thompson trains with a turndown capacity of 50%. It will also feature a 20,000bbl/d two-train condensate plant, which is capable of recovering 1,200bbl/d of LPG.

Of the total gas production, 300Mmscfd will be processed at the new gas processing plant owned by the SPDC JV, while the remaining gas will be processed at the proposed processing plant by SEPLAT Petroleum.

The processed gas will be transported to the Escravos-Lagos Pipeline System (ELPS) and West African Gas Pipeline (WAGP) through a 26km-long spur line connecting to the OB3 pipeline. The produced LPG will be trucked directly to Owerri, while the condensate will be exported to either Shell Bonny and or ENI’s Brass River terminal.
Financing of Assa North-Ohaji South project

The phase one development of ANOH midstream is expected to cost $700m, of which the JV of Seplat and NGC will fund $420m. AGPC proposes to raise $280m in debt comprising senior tranche and vendor financing.
Infrastructure facilities at ANOH

The existing infrastructure at the Assa North field includes a pipeline manifold and a mothballed flow station.

Major infrastructure facilities will include a field logistic base (FLB), pipelines, flare gas system, seven 500kVA low-voltage emergency diesel generators, tri-ethylene glycol storage, distribution and regeneration units, and six flow lines.

Power supply for the project will be provided by two 1.6MVA onsite diesel generators, while potable water is proposed to be sourced from the onsite stormwater storage facility.

Since Owerri zone host the proposed teaching hospital and, Orlu zone host the Imo State university teaching hospital, it is only fair and just that the proposed federal medical center should be hosted in Okigwe zone not necessarily in Okigwe local government area.

For economic viability the hospital should be sited at oguta/ Mgbidi axis, or nekede/ ihiagwa axis, Mbaise/ Ngor okpala axis , Umuna okigwe.

A lack of consideration for justice and equity in Imo State would have serious consequences for the state. Owerri zone have the Imo State specialist hospital, mother and child hospital in addition to the proposed teaching hospital. No just and fair minded person would want Orlu zone to have two government teaching hospitals when Okigwe zone have non

Obowo local goverment is a good location because they have enough population and surrounded by highly populated local government areas, the location is very economically viable, the Owerri to Umuahia federal road pass through Obowo local government area and they have available lands.

Isiala and Ehime Mbano local government areas are also good locations as they have the population, surrounded by highly populated local government areas, the location is very economically viable, they host the Umuahia to Orlu and Owerri to Okigwe federal roads and they have available lands.

#Q. How many roads have we commissioned?

#Ans. We've commissioned 22 roads so far. Most of them in Owerri, and understandably so.

#Q. What is the durability of these roads in terms of project monitoring. How efficient is the project monitoring arm of the ministry?

#Ans. Very, very efficient. I have resident engineers, in addition we have assistant resident engineers. We have layers of supervision from the ministries moreover the Special Advisers on Project Monitoring from the three zones are always on site to look at what is happening. Even the governor himself is not left out in the supervision and monitoring exercise.

#Q. In terms of the drainages on these roads, do you take seriously the deliveries of the contractors on the drainages?

#Ans. That's the most important thing because, if you don't do it, the whole road funiture will collapse. Drainages are even more important. If you get it wrong, that's the end of the road. But some people just look at the asphalt. In most cases, asphalt is like paint, if the base is not there, you're wasting your time.

#Q. Orlu road is progressing very well. The last time I checked, they're at Umuaka in Njaba LGA. What's happening with the Owerri - Okigwe Road.

#Ans. That's ongoing. Owerri to Okigwe is ongoing. The delay we experienced was due to the fact that the initial design was 9 metres. We increased the width from 9 to 12.3 metres. We had to get the consultants to redesign it. We have one of the best consultants on that road, Deloitte and Touche. They're the one managing the projects plus our own internal mechanism.

#Q. Do you have timeline completion for the project?

#Ans. Yes. It's for 18 months. With the technology they are applying and availability of funds, we should be able to deliver that road within the projected time frame.

#Q. For the Owerri - Okigwe Road, do you have plans for any palliatives as the rainy season approaches?

#Ans. We are already doing that at Añara, Amaraku. Akabo is okay now. At Ekemele we have a rigid platform there now at the black spot. So it will not have any problem.

#Q. Do you have any plans for the rural roads too?

#Ans. Of course. Our earth moving equipments will soon move into the zones. We just wanted to clear a few administrative issues and then go in. We don't have all the money in the whole world. Our next move is to the zones. We will tackle Orlu zone and Okigwe. We have three ongoing roads now in Okigwe zone already.

#Q. What of Ideato area. Issues of erosion are more pronounced there.

#Ans. They are part of the areas we will move in. But we did some palliatives in Ideato during the Christmas period. The erosion there is unbelievable. One of the longest roads in that area was done under Ikedi Ohakim era, Nigercat Construction Company did that road. The road has developed some faults here and there. Only two days ago, I despatched our engineers to go and assess that road. I will send their report to his Excellency for approval.

#Q. What is your message to the people of Ideato North and South?

#Ans. Of course they will have their roads done. We are for everybody. We will not patronize some areas and abandon others. We will be even-handed in the spread of projects.

#Q. Is there any other thing you will like to tell us in terms of the performance of your ministry. Your message to Imo people.

#Ans. What we have done is there for everybody to see, and it tells you what we can do if given the opportunity and if we have enough money. We are doing the roads to stand the test of time. No government should be praised for constructing a road, because that's what you're supposed to do in the first place. If we have done that in the last eight years, no body will be talking about roads by now. We would have freed funds for other sectors and develop other facilities.

#Q. I saw what is happening at Naze/Timber Market road up to Road Safety junction in Egbu. Are you taking it to Orji as part of the inner ring road?

#Ans. We will take construction to Orji. We will get there. There is also an intervention that is happening there. That road was under contract. NDDC intervened in that particular segment of the road. But during the last rainy season, the area almost submerged. So we had to call back the contractor. NDDC came and instead of the Naze stretch, we asked them to construct the Egbu/Road Safety junction to Orji. While we handle the Naze to Road Safety junction. We are now doing the Naze to Egbu junction, while they're now putting their acts together to tackle the Egbu to Orji section.

#Q. What of the MCC to Toronto. Any plans of going beyond Toronto junction?

#Ans. What we're doing at the MCC to Toronto junction is a prelude. Once we get to Toronto, we will cross it to Uratta. Just the same thing we're doing at the World Bank Road. Once we get to the last roundabout, we will proceed to Umuguma village.

#Q: How is the World Bank Road going? I see ongoing work at the Cubana Section.

#Ans: : That area is the lowest point on that road. The flooding in that area is very heavy, but with what we are doing now, we will contain it and solve the problem

#Q: Are you going to take the road rehabilitation to some sections of Yar'dua Drive?

#Ans: Once we solve the problem with the drains we are doing at the World Bank Road, we will now connect to Yar'dua drive. No matter what you do at Yar'dua road without taking out the sluge water there, it will collapse. The water there is going no where, so we need to fix the drains there and take the water from Everyday Supermarket to Nwaorie River.

#Q: Some people are saying that, why should we commison roads of less than 5 kilometres without taking full cognizance of drainage components, especially the balloon technology at Chukwuma Nwoha road and environs.

#Ans: Apart from the balloon Technology, people did not realize that Chukwuma Nwoha was the most problematic road we have done, even within the internal roads we are doing.
The inner ring roads we are doing are supposed to come from Bishop's Court up to Chukwuma Nwoha to Egbu and underground across the road into Otammiri River. When we designed it then in 2007 and 2011, we could not do it because of the cost implication. No other administration could do it because they could not attack the drainage problem. It is not the length of the road, but the importance of the road that matters.
The balloon Technology is something we are happy about.

No government does “finish development in one zone before moving to the next zone.” My university, in fact, no university, would teach that; because finishing in one zone first means forcing influx of people into the zone you want to finish first.

If present governor is Emeka Ihedioha, the teaching hospital MUST be located in Owerri senatorial district.

But see how you tactically excluded Oru East and Orlu/Nkwere/Njaba/Ideato axis.

FYI, it did not start today. Past governors of Imo state had pleaded with the federal government to convert Imo state university teaching hospital Orlu to a federal university teaching hospital. This would have been an ideal time if Minister Nwajiuba and his compatriot at the Federal Health Ministry are on the same page with the people of Imo state.
At least, the facilities are already on ground in Orlu.
