I am still an average learner on networking

i am curious to find out if when there is no Internet access on a network due to privileges, how do i find out if there are other open network protocols, such as DNS, ICMP, UDP on the network so that i can forward/redirect my tcp/ip packets to an ubuntu server on the Internet where there is Internet access so that it routes the packet back to my pc via tcp/ip....is there a software that can actually look for open protocols for me...


someone told me that i can use vpn but i told him that the network am using is currently blocked from accessing the Internet access, but i believe other protocols might still be open..

I currently have a linux web hosting and will be grateful to experiment on it. dont mind getting dirty.
