NCAA allows unsafe planes to fly

Negligence partly caused Dana crash

Nigeria’s aviation industry is weak and stagnating because of regulatory negligence, cutting of corners, ageing fleets and ministerial interference in duties of agencies, a parliamentary investigative committee has said.


The draft report of the National Assembly joint committee that investigated the remote and immediate causes of the Dana plane crash painted a grim picture of an aviation sector that is tottering, bedeviled by allegations of corruption.


Daily Trust has seen a copy of the report which is yet to be submitted to the two chambers of the parliament.

In its conclusions, the committee said it found “palpable evidence” of “an industry that is, at best, stagnating and in need of new policy engines of growth.”

The panel found that there is weak regulatory regime, declining and low professional competence in the Nigerian Civil Aviation Authority (NCAA) in particular, non-adherence to laid down procedures, long standing ministerial interference in functions of parastatals, sub-standard search and rescue co-ordination and approach in aviation sectors and poor funding.

It said “debt overhang” is weighing down all domestic airlines, which mostly operate “ageing aircraft”.


The report suggested a need for the airlines to merge so as to be stronger, saying part of the problem in the sector is “the solo philosophy of airline operators in spite of their weakness, non-growth and non-profitability arising from their small sizes.”

It said even though allegations of corruption were leveled against officials in the industry, “no concrete evidence” was presented during the committee’s public hearings.

On NCAA, the committee said, “One observation that further reinforced allegations of laxity, compromises and corruption is the fact that with the public hearing announced, (an airline) that was operating immediately ceased operation and send its aircraft overseas for maintenance.

“This gives credence to the allegations that NCAA, at will, unduly extend operations life of aircraft overdue for checks. This jittery reaction (of that particular airline) can only be explained as an attempt to avoid detection of untoward and unethical practices.”

The report added: “NCAA does not have any known and clear competence for regulating operations of both the Airport Authority, Airspace Management Agency, Meteorological Agency and others.”

It also found out that Nigeria is not sufficiently covered by the NCAA inspectors. “Of the 56 inspectorate staff of NCAA airworthiness directorate, 51 of them are deployed in Lagos, 2 in Abuja, 1 each in Port Harcourt, Kano and Kaduna. More critical is the fact that virtually all NCAA maintenance oversight engineers are deployed in Lagos and only 2 in Abuja and 1 in Kaduna while Port Harcourt and Kano have none,” the report said.

What caused Dana crash

On the ill-fated Dana airliner which crashed on June killing 153 people onboard, the committee said it was an old plane that was banned from use in the United States before it was brought into Nigeria in 2009.

The aircraft MD 83 was acquired by Dana in 2009 and registered on February 3, 2009, originally owned by Alaska Airlines, USA and was 22 years old at the time of the crash.

“MD 83 is not just only an old generation aircraft that is no longer in production, Dana is the only operator of the aircraft type in Africa,” the report said.

“Between October 2009 to Mat 2012, Dana recorded 14 air returns out of which the ill-fated aircraft accounts for five,” it added.

On October 20h, 2009, the aircraft recorded air return of ‘cabin air temperature”, on March 13, 2010 it also recorded “cabin pressurization”, on April 19, 2010 it had “bird strike”, and on March 18, 2011 it had “cabin pressure above schedule.”

Also, the plane on January 17, 2012 recorded “smoke detected activation due to smoke in the cabin”.

The report also said: “Allegations of corner-cutting flowed freely from within and outside the airline. These were hitherto unknown to the public who believe in Dana.”

The committee headed by Senator Hope Uzodinma recommended that Dana “should phase out its present fleet and embark on fleet renewal to comply with the age limit requirement. This is in view of the fact that MD.83 is not just only an old generation aircraft that is no longer in production, Dana is the only operator of the aircraft type in Africa.”

It also said, “All aircraft in the fleet of Nigerian airline operators should not exceed 20 years for passenger operations and 25 years for cargo operations. Aircrafts to be used for short term such as pilgrimages are not impaired by 10 years acquisition age bar but must comply with the 20 years limit for passenger airlift and 25 years for cargo. 10 years age limit to be placed for new acquisition for passenger aircraft and 15 years for cargo aircrafts.”

The earlier will kill corruption in Nigeria, the better for us all. Until government is serious in fighting corruption and a stiff punishment against anybody found of corruption is introduced without pampering, there can never be any appreciable development in Nigeria.

Aviation is a critical sector. It has suffered from the economic downturn in the country. Corruption is the problem. Allowing an investor like Virgin to quit was a mistake. I hope they dont make a grave mistake with Manitoba in the power sector. Already, there are negative vibes about Nigeria in the way Manitoba is being handled.

Indeed. The undeserving aviation Minister got the job after the 'sterling' effort she put in to get GEJ elected. Same as how Haliru Mohammed Bello , tainted with sleaze, also went on to become Defense minister for his electioneering efforts on behalf of GEJ.

Mohammed Bello , predictably, is now gone because of the consideration of how it is only a matter of time before an undeserving leader effed up.

I wonder how long it will take before the incompetence of Stella Oduah translates into bigger problems for Nigeria. This is no way to run a Nation i.e rewarding undeserving cronies with important positions to the detriment of Nigeria. Interested forumers can google "Stella Oduah and corruption" to note the mess Nigeria is in under GEJ and why the revelation of this report into the aviation sector should surprise no one.

Arik accuses aviation minister, Stella Oduah, of grand corruption



You would recall that union members and their leaders grounded Arik Air flights in Lagos yesterday.
Arik air has accused aviation minister Princess Stella Oduah of grand curruption.

According to a media report released by Sahara Reporters, the aviation minister has forced Arik Airlines to ground their operations owing to a failure to provide her with 5% of the airlines equity shares.

According to the Sahara Reporters story, “Today, the beleaguered airline circulated a text message accusing Ms. Oduah of vindictively fomenting crisis within the airline for denying her demand to receive a stake of 5% in Arik. The text message read, “Due to persistent hostility of the Ministry of Aviation, with a minister who is demanding a 5 percent equity in a business where she has no investment…and FAAN management, which has culminated in the use of FAAN staff to stop the airline operations and lock in checked-in passengers in Lagos this morning, Arik Air has suspended all domestic operations until further notice. This issue [borders] on personal interests and not payment of bills; since FAAN has been collecting.”
The media report also accused the minister of claiming the demand for equity in the company was being made on behalf of President Jonathan. Stella Oduah is one of President Jonathan’s closest advisers and was his campaign treasurer for the 2011 elections.
Sahara Reporters also said a source revealed that the minister only let Dana regain operational status after receiving a hefty bribe.
According to their report, [“We have received reports that minister received hundreds of millions of naira [in bribe] from Dana authorities to restore their license to operate,” said the source. She added that the Dana management was actually surprised by the urgency with which their airline’s license was restored. “You should bear in mind that Dana had not paid a quarter of the insurance payments to families of the casualties in the June 3rd crash of Dana Flight 992 in Lagos,” said our source, an aviation expert. She said it was eye-opening that the management of Dana issued a statement claiming that they had not bribed anyone to influence the restoration of their license.]
The minister of aviation is yet to respond to the allegations.

I'm not surprised.

Only in Nigeria will you see people STUPID enough to believe the spin about 'massive renovation in our airports' while the sector largely stagnates, security breaches multiply (madmen on the runway, stowaways in undercarriages), poor customer service abounds, shoddy treatment of passengers (often broken down ACs, escalators, lifts, fans etc). Airline carriers now delay flights for up to 4 hours with impunity...no punishment from above.

Go and look at the new terminal built at the Local airport in Lagos. See how TERRIBLE the finishing is...very unsightly. See how shameful it is for porters to be hand-carrying bags to passengers since there's no working conveyor belt. Despite this, we're paying the FAAN charge of N1000 which has ZERO visible effect on level of comfort for passengers. Still the ACs don't work in many airports in Nigeria.

On top of all this tomfoolery, we're nickel-and-dimed by the FAAN. Just to drive into the Airport, you fork over N200 for a sedan. To park your car overnight, it's jumped up from N1000 per night to N2000.


The fact that people hold up the state of our Airports as an achievement of GEJ is an incredibly damning indictment on the man's Presidency and the general sheepishness of our people.

Indeed. This current government, by all accounts, is a huge joke. All it engages in is propaganda - and same is even true of the activities of the supporters of the GEJ-led government on this forum. When officially damning reports like this then comes out that dispels the glib "performance" lies of these charlatans, you see shameless, unpatriotic, bigoted and unambitious folks engaging in nauseating spin.

For example, they may even now come to say this report pertains to 1925 or was penned by a combo of El Rufai, Tinubu and Buhari. Joke leaders + joke followers = stagnation everywhere for the foreseeable future.

Some persons mind have been programmed to find only faults in ALL that Mr president does. Such persons are irredeemble. The truth is that whether these persons like it or not, Jonathan is the president today and will remain so till 2015. If he decides to seek re-election, he'll win hands down. When in 2010, 77% of the national budget was spent on the recurrent side, the children of anger were DEAF, DUMB and BLIND. But now, that this govt has SLASHED the recurrent side of the budget systematically (without sacking anyone) to 68% as proposed in 2013 budget, the CHILDREN OF ANGER are all over the place spewing bile and CONVULSING. Its not enough they scream. For several yrs, our airports were an eye sore and COMPLETELY decayed. Now that a SINCERE govt is doing something to fix both the infrastructures(ongoing airport remodelling) and complete reforms in ALL the institutions in the sector, CHILDREN OF ANGER are out screaming that the "finishing" of some of the remodelled airports is poor. Well I dont know about "finishing" but what I know is that considering what happened when some other persons held sway at Aso Rock, tremendous progress has been made. Yes, we are not there yet, but there are changes and those changes have been acknowledged by independent minded persons. The progress being made in the aviation sector under this govt(remodelling of the airports, reforms in NCAA, NAMA,etc) is work in progress and destination for now is 2015. By the way, I enjoy replying the EMPTY rants of the CHILDREN OF ANGER with facts and figures

This is the bottom line. A report comes out that identifies another critical sector as failing. Yet all some paranoid delusional folks can see is "enemies", CPC, ACN and all other distracting jargon they deceive themselves with. I personally think many Nigerians suffer from Stockholm syndrome or at least a form of mental imbalance. Otherwise what warrants mention of a third Party in a matter concerning a government failing its people? I don't see this display from non-Nigerians.

We are more or less saying the same thing. Things still seen in Nigeria , as a staple part of our daily existence, are now dead/dying out elsewhere. That in itself, and without going into details, is indicative that others are making progress. Let me give you a small example pertaining to this topic. MMIA, you are officially charged money (different rate for assisted or non-assisted) to use a trolley for your baggage.

Any recent user of our "International airport" can confirm this. I even confronted the trolley renting agents about their practice and why they should be attempting to extort Nigerians over services provided free everywhere else in the world as an assistance to weary travellers. As usual they had nothing to say for themselves or for the crooked bosses who have asked them to collect this 419 levy.

In fact, the deficiencies of Nigeria becomes even more glaring after you have arrived in the country from other "developing" African Nations and not even developed Nations like the UK or USA. The example of the trolley is a case in point. Long flight, heavy bags. You just need a trolley to hand to chuck your baggages on. This is where some w*nker decides to be at his exploitative and inhumane best as a 'welcome' gift to visitors to our dear Nation.

Sadly, and contrary to what you think, I am only too aware of the rot everywhere. Whether it is the harrowing experience of trying to get a Nigerian Passport in Ikoyi, registering a business, clearing a car you have shipped in, having a semi-illiterate 419 scammer masquerading as a customs officers asking you to pay 'duty' to her personally on a boxed microwave you have already paid value added tax on and are allowed to use by law as a personal item or dealing with how virtually every single person at every point of our International airports is a glorified "oga, anything for me" beggar. If anything, the rot is too real for some of us who are actual stakeholders in Nigeria and always put in the position of having to note unpleasant things about our Nation not seen elsewhere. This is indeed why we speak.

Whether it is the harrowing experience of trying to get a Nigerian Passport in Ikoyi, registering a business, clearing a car you have shipped in, having a semi-illiterate customs officers asking you to pay 'duty' to her personally on a boxed microwave you have already paid value added tax on and are allowed to use by law as a personal item or dealing with how virtually every single person at every point of our International airports is a glorified "oga, anything for me" beggar. If anything, the rot is too real for some of us who are actual stakeholders in Nigeria and always put in the position of having to note unpleasant things about our Nation not seen elsewhere. This is indeed why we speak.

Nigerians can be best described as 'geographical zombies'. . . who have been to weather-beaten to the point of submission.

Sincere 9gerian: No matter how good or perfect a system is, those whose mind have been programmed to find only faults will ALWAYS see faults. Some persons mind have been programmed to find only faults in ALL that Mr president does. Such persons are irredeemble. The truth is that whether these persons like it or not, Jonathan is the president today and will remain so till 2015. If he decides to seek re-election, he'll win hands down. Irrespective of what HATERS think, irrespective of what FAULT-FINDERS think, Jonathan is performing and will continue to perform. ACN and CPC supporters can continue to HATE and CONVULSE online.

My guy don't mind these ACN thugs, and ethnic bigots, whose stock in trade is to stoke up embers of hatred against those working assiduously to clean up the Augean stable that Nigeria is, using persistent misinformation and character assassination.

Is there anybody in Nigeria who doesn't know that the Aviation Sector is undergoing massive rehabilitation as we speak? Is it even possible to do this without a few inconvenience, and lapses here and there? Is it also not laughable that the biggest evidence of corruption against a hard working minister of aviation happens to be some beer parlour gossip peddled by an airline which failed to pay it's bills? Same money that is necessary to effectively run the sector in question. Rather than pay up, the airline embark on campaign of calumny and character assassination, same as some of these loud mouthed hypocritical posters here. Aviation minister threatens to sue Arik Air

The Minister of Aviation, Princess Stella Oduah, has threatened to institute a legal action against Arik Air, for levelling unfounded allegations against her.

This is contained in a statement issued on Friday in Abuja, by Mr Joe Obi, Special Assistant (media) to the minister. .

It stated that a recent publication by the management of the airline was designed to embarrass the minister.

It said that Arik Air was owing the ministry N85.4 billion and stressed that Oduah had no stake in the company.

The release stated that the minister could not have contemplated acquiring a stake in any airline and cautioned that the time was ripe for Arik Air to change its business module to resolve its financial crisis.

It would be recalled that Arik Air was prevented from operation since Thursday by labour unions of the Federal Aviation Authority of Nigeria, FAAN. (NAN).

First, you assume wrongly "I have been away for too long" now I am not "resident". What next? The local government I live in? I must say I find your witty style interesting in this place full of drab individuals. Your "Abati option" actually made me smile. Fortunately, we don't all have the same values even if the common assumption is that we do.

Not everyone makes choices because of avarice or a crude readiness to sacrifice character at the alter of financial reward. Not all Nigerians are 'hungry', materialistic or simplistically shallow enough to the extent everything boils down to "mo cheddar". I know that may be a concept too difficult for some Nigerians to accept.
