WTH is wrong with you. If you or any of your family members was getting paid that amount, would you be happy for that person. This is awful. I understand that you need someone, but please if you can't pay a living wage, it would be preferable to handle your business by yourself.
And specifically asking for a teenager just seems like you want to prey on the person's inexperience.
Paying this low can lead the person to steal from you.

Often times people like this would have solar powered CCTV cameras to monitor their employees but wouldn't want to pay them a living wage. People that offer these kind of employment and the people that post these are in same bucket.

This is a scam o!
Government website that doesn't use .gov.ng is fake and besides government won't ask you to apply via Google Form. The site is also very shabbily made. And again they used an @gmail.com for their Gmail address.

Just an advice, but once in a while you should use LinkedIn for things like this. search the company and look for people who have worked or are currently working there and chat them up.. that's what LinkedIn is for.
