For those who cant read or cant think for demselves: this is not yr conventional loaning process where the govt borrows money to do projects but a situatn where govt guarantees CHEAP credit to farmers and private investors in d Agric sector. Its similar to d local Agric Guarantee Scheme where d CBN guarantees single digit interest rates fund from conventional banks to farmers. Here, d FG is guarantee cheap CREDIT from international lending institutns (like China's EXIM bank, world bank and ADB) THROUGH Nigerian local banks (esp development banks like BOI and NEXIM) who can then lend to farmers and oda Agric investors at SINGLE INTEREST RATES using same stringent bank loaning procedures. In d case of d Chinese credit, d conditn bn that those investors that wud want to build Rice mills and Cassava flour processors wud hv to buy them from Chinese manufacturers instead say Western manufacturers....... Maybe there are other terms not specified here, but a 20-year loan for 2% per annum interest is very low interest to a country as badly run as Nigeria. Many EU countries pay much higher interest for such loans. China does not expect to gain monetarily from the loan. Perhaps they are expecting other favors from the Nigerian government, but if that is not the case, then we want more of these loans to develop our agriculture, infrastructure, etc. It will not be long when Nigeria could truly become the Giant of Africa and of the World. |
