Crazy/insane people have always roamed freely in roads in Nigeria for as long as I can remember.
I don't know if there are some parts of the country where this does not happen but right from childhood I have noticed that problem.
Mad people roaming freely, mad men and women.
Even if the government or relevant authorities do not want to do anything about the issue then why do the relatives of these people not do anything?
They are a danger to society, I have seen and heard of cases where they attacked standers-by or passers-by and they cause problem in traffic sometimes. There was news on Nairaland some time ago about one of them obstructing the movement of vehicles on the road by standing in the middle of the road and refusing to move.

I am tired of these things. There is also the problem of those beggers from Niger Republic to deal with but that is another issue entirely. Many Nigerians, like the relatives of these mad people complain about how the Government is problematic and unhelpful but they don't seem to realize that they have to put in effort to help the country.
Relatives of these mad people should not let them roam freely on the streets, even if they cannot be given psychiatric help maybe because there is no money for that, then they should be restrained or their movements should be limited to prevent them form harming others.

Nothing is done about normal people and you are expecting something to be done for insane people. Here is Nigeria where human beings are not regarded except if they are from wealthy background or rich family.

You seem to get something wrong, for the society to be more humane, mental institutions for permanent care should be partly a public good as it is in the public interest for clearly mentally incapacitated people to placed away from the normal society and under care. The relatives may not have the financial, mental or physical wherewithal to handle these people.

But they can be restrained, can't they? With chains and the like. I believe that is a lesser evil than letting them roam freely.

Some people actually sleep with the mad women because of ritual or fetish reasons.

Nigeria does not have to be a first-world country b4 it makes a Sanctuary for the demented, not only to make the street sanitated but to also make the insanes sane again.
