The House of Representatives yesterday summoned Minister of Education Professor Rukayyatu Rufai over the planned conduct of computer based test for the 2013 unified tertiary matriculation examination by the Joint Admission Matriculation and Examination Board (JAMB).

Adopting a motion on matters of urgent public importance sponsored by Rep. Ali Madaki (PDP, Kano), the House directed the education ministry and JAMB to suspend the computer based test planned for April this year and revert back to the use of old existing centres and the new secondary schools constructed by various arms of government and allow for more time to equip these schools with necessary infrastructure conduct computer test.

The House also summoned Rukayyatu and the JAMB Registrar to appear before the House committee on education to among other things explain the "reason behind the policy somersault that led to change in takes off of the policy from 2015 to 2013; the law that empowers JAMB to contract out the conduct of examination to private firms? And who are these firms." In his motion, Rep. Madaki said that JAMB had fixed the year 2015 as the terminal year to end its paper and pencil based examination as stated by the minister Professor Rukayyatu Rufa'i in November 2012 but "JAMB has now somersaulted and resolves to start computer based test on 27th April 2013."

He argued that "the vexed question is how many secondary schools are equipped with computers. Alarmed there is no clear cut modus operandi for the computer based test method because JAMB itself lacks the competence and facilities to conduct the examinations, hence JAMB has contracted private firm to conduct the computer based test (CBT)?

According to him, "the ripples effect has led massive reduction of examination centres despite increased in schools, closure of several registration centres in states like Bauchi, Bayelsa, Kano, Benue, Cross Rivers, FCT, Kaduna, Katsina thereby leading to the disfranchisement of many candidates that would have take the exams."

Not surprised that it is a Kano man spearheading this attempt to take us back to the stone age. How many trees have to keep getting cut down to produce paper for more than 300,000 JAMB candidates a year?

The Northern oligarchy are the problem of this country. They never want progress and they keep wanting to send us back. It is 44 years since the Americans went to the moon, and yet we are still conducting paper based testing for an exam with complaints of mass cheating. What will it take for us to purge this country of these enemies of progress? angry angry angry angry

The decision by JAMB to kick start in 2013 is ill-advised, ill-timed and the institution is ill-equipped to undertake the mission. The intervention of the NASS is a welcome development and is a rescue mission for the marginalized majority of Nigerians.

You my friend are taking us back to the stone-age with your irresponsible and mischievous fixation on tribe and ethnicity instead of the main issues raised.

Some salient issues were raised as to the feasibility and workability of the E-testing proposition. Why not challenge and disprove their objection instead of baselessly blabbing about regionalism and ethnicity of the Member.

We have to start from somewhere and bringing the year earlier than the stated time is not wrong in my opinion. So when people go to write TOEFL, SAT, ACTS, GRE AND GMATS in nigeria or anywhere in the world, it is the testing agencies that owns the centers or it is contracted to private firms?.

If you decide to write CCNA right now, so are you telling me that it is CISCO that provides the testing centers or you go to write in one of their partner facilities. The testing centers are shifting from secondary schools to private facilities so lets embrace it and its not like they have scrapped paper based testing from what i can see. Even with only 1000 testing centers, the exams can be spread over a certain period where students can choose the particular date they will be writing their exams.

So let the reps allow Jamb to go ahead with whatever plans they have in place.

D journey of a thousand years start in a day. Let JAMB start test run of e - test in some state (centre) any lapses will be corrected and put right before 2015 . In some nations (and some private institutions) e - learning has started. Please let there be e - test for JAMB 2013

The plan was ill adviced but it's hard to miss that it's a kano rep that opposed it. If the minister was an igbo man now, they would have started shouting igbo domination.

My friend we're talking about almost 2 million people writing an exam same day and probably at the same time. Can't compare that with Cisco certification Exam or other CBTs

Good move. You can't run faster than your shadow. Everyone knows Nigeria is unripe for such. Its just these political contractors who will go at any length in extracting money for non feasible projects.

They can move them back to the manual, it appears that there was a reduction of centers due to the e testing plan causing a lot of dislocation of candidates.

Cant blame the minister and the law-makers. Everyone wanted to get it right, though it seems the minister has her head in the clouds, and those tough guys finally pulled her down to earth. How the hell would this happen in a country like Nigeria? Its too soon to keep experimenting with the future of these kids!
