NCC should mandate all the phone carriers to make those calls free! People should not be charged so that even when they don't have phone credits and are in an emergency, they can still call for help.

disadvantages of making it free is more than the advantages. you know nigerians now. they will abuse it and turn it to something they toy with. a commissioner of police in delta sometimes ago dropped his number for complaints and people started calling him asking him to warn their wives because she refused to cook for them, and so many ridiculous calls like that . despsite the fact that the number is not free. now imaging what they could do with toll free numbers. that's how bad Nigerians can be. they abuse everything and later blame their failure and inability to do the right on the government
