Kano State recently tops the list as the most budget disciplined and fiscal responsible state in Nigeria in 2012/2013 fiscal year, according to Transparency in Nigeria (TIN).
The assessment, according to the statement, was critically viewed around government expenditures on human capital, youth and women responsive budgeting, performance in the derivation of internally generated revenue, housing and urban renewal, focus of budgets to sector targets of the State Economic Empowerment and Development Strategy (SEEDS), among other things.

His records as Jigawa state Governor since taking over
A Poverty Assessment by the National Bureau of Statistics in 2007 when Lamido took office, concluded that 90.9% of Jigawa people lived within the margins of poverty-the highest in the country at the time. That record barely improved by 2008.

The 2013 report by the World Bank returned the same verdict five years on, rating Jigawa’s poverty level at 77.5 percent, compared to the lowest, 22.9 percent for Lagos state. It was the second time the north-west state would receive the damning ranking under Lamido. The first was in 2008.

Within the same period, government papers say, the state’s debt grew from $12.58 million in December 2006 to $33.67 million by December 2012, and despite receiving hundreds of billions of naira of federal allocations and international grants, the unemployment rate oscillated from a low of 5.9% in 2008 to 26.7% a year later; and 14.3% by 2010-the latest figures from the statistics office.

Health too

The health sector paints a gloomier picture. After managing to also lift funding from a paltry to N4.2 billion in 2008, the figures soon plummeted to N2.83 billion in 2009, an average that remained through 2010.

Returns from the measly investment showed so much the government admitted in its report- Jigawa State Strategic Health Sector Plan – covering 2008 to 2011, that the state’s mortality rate and disease burden was “unacceptably high”.

A rare self-assessment for the governor, who, at the time was completing his first four year term, said that the under-five mortality rate of the state was 98 per 1000 children, and an estimated 2,000 women were dying in every 100,000 live births. The figures again were amongst the nation’s highest.

“Leading causes of ill health and death among children are mostly communicable diseases, vaccine-preventable diseases, diarrhoea and malnutrition. Malaria is reported to be associated with 70% of illness among pregnant women,” the report said.

While the results have mostly been flopping, the state insists its priorities are right and it was breaking the ranks from the past even though key sectors like health and agriculture continue to receive comparatively low funding.

Education relatively better

But if one sector provides a minimal validation for that claim, it would be education.

Lamido met a state with an overall adult literacy rate was at 39.5%- much below the national average of 65.7%; primary education gross enrolment of 40.1% was among the lowest in the country and significantly below the national average of almost 93%; and secondary education gross enrolment at 23.7% (national average is 74.5%).

Under the governor, funding to the sector has grown from 6% in 2006 to 10% in 2007; 22% in 2008 and 25% in 2009. In 2010, the government set aside 28% for education. Much of the supervision was undertaken by current minister of education, Ruqayyatu Rufai, at the time, the state’s education commissioner.

chidindufrank: lol, keyboard permutations.Buhari/fashola ticket cannot see the light of the day. As for Lamido,he has every right to print posters ,but,he is not yet ready for the top job. GEJ's government is working so hard to phase out the rots inflicted on us by past administrations. You don't expect him to do it like God. He's human for God sake. The problems of Nigeria started many years ago of which some architects of these problems are still alive and are fighting hard to cement their evil deeds.
Many people don't understand this, they still see the Presidency as a position meant for a select tribe. Goodluck maybe slow, yet, he is doing a lot. Rome was not built in a day. If it was easy Obama would have done so much for America, but, their economy is still lagging behind. Lets give Jonathan a chance.

In a free and fair election they will win a resounding victory. In a contest between Buhari/Fashola vs Jonathan/Sambo, here are the battle ground analysis:

Area of Strength:
Buhari/Fashola: SW and most part of the North
Jonathan/Sambo: SE and SS

50-50 split: Few parts of the North and MB

Other factors:
- The North want power back.
- SW through Fashola will basically become the second largest power block. And position itself to take over from 2019.
- Jonathan have disappoint many people than what he was in 2011.
- Buhari with a party that that was just few months old in 2011, secured a sizable volume of votes. Add APC in the mix, there is excess votes and counting.
- With a well articulated offers and a signed pack to the SE, our votes can be slitted.
- If Ngige can secure Anambra, he and Rochas can deliver something of value in the SE.

Why do I, from SE support Buhari/Fashola - with security solved, regional development encouraged, sound policies and infrastructure in place - Ndigbo can do exceptionally. And until there is an Igboman who can be accepted in the North, SW and in Igboland, I will not encourage anyone. Rochas should not do it, SE PDP will sabotage it.

Vultures can not be more sensible than human beings. Now Obasanjo has become your son abi? But in 1999, you all abandoned him whereas he got block vote from the SE. His highest rating yet came nearly a month ago after former President, Olusegun Obasanjo, snubbed a Democracy Day event hosted by President Goodluck Jonathan in Abuja, for a similar event in Dutse, Jigawa state capital, where he highlighted Lamido’s achievements.

“You can help anybody to find a job, but you cannot help anybody to do the job. In this case, we found a job for Sule Lamido; he was ready, willing, able and competent to do the job,” Obasanjo said.

The former President was later quoted as saying, “When you help someone to leadership and he cannot perform, you look for another person. And I’ve found one in Lamido.” This remark was interpreted by many as a subtle message to President Jonathan concerning 2015.
