OPEN UNIVERSITY IS NEVER A PART-TIME INSTITUTION

There is a perception in the public that the National Open University of Nigeria (NOUN) run part time programmes, but this perception is not founded on any truth.Rather, it is a mere perception by those who lack adequate knowledge of the Open Education system.For the purpose of education, let me set the record straight once and for all, National Open University has never been a part time institution, it has never ran a part program, neither would it ever run any part time programme.Open University is a full time institution whose mode of study is full flesh Open Education system.The Open University is a full time study through open mode of learning where high quality self-directed, learner-centered instructional course materials are made available to students, while instructional facilitation is carried out when necessary,typically after
arrangements have been made by the university based on agreement between the students and the course facilitators. Although, there sometimes exist tutorial facilitation, this optional for students who wish to participate.In NOUN, guidance counselors supports are
available at the study centres to provide individual students with the necessary information, support and study skills.As clearly stated on the website of NOUN, this single mode of open education is different from the integration of distance learning system into the face-to-face teaching and learning system, which is more typical of conventional universities.The Open University system is designed in such a way that as a students, you are required to study everyday for specific hours.Rather than be coming to a classroom where lecturers teach students every day like the conventional universities, the Open University course materials are designed in such a way that, it is easily comprehensible by any reader.it would feel as if a lecturer is teaching it to you.And in case you still need clarification on some modules, your facilitators and other students are there online through
the i-learn platform to seek clarification and interact, this is in addition to the face to face facilitation that is being organized for students at the study centres.It is important to note that, what many seems to be unaware of is the fact that, National Open University of Nigeria is one of the fastest degree awarding Universities in Nigeria,all of its 4years degree courses can be completed within 4years or even less and some of its
Masters degree could also be completed in a year or less, at most, 1year and half.. I don’t think this is a quality you can find in any partime study. So, it is important to explain the difference between part time and Open Education system.There is a sharp difference between part time study, popularly called distance learning in conventional universities and the Open University mode of learning which adopt the Open and Distance Learning model.Part time study from the distance learning in conventional universities are a study in which you spend more years than the normal years to complete the course.That mode of learning could be studies done in the weekend, evening classes or even few days in a week.For example, if Accounting Degree is ordinarily completed in four years by students, those studying it on part time (distance learning) may need 6years to get it. The duration of a part time degree is
longer than a full time degree.Also, full time degree students may pay lesser amount than part time students. Part time students have less credit unit each semester than full time students for the same course.
But in the Open University open mode of educational system, what we have is not a part time study, rather, it is a full time study done in a flexible and convenient way.
Here, a 4years course is a 4years course, you do not require any extra years to complete it. However, you are allowed to determine how you intend to study within your own time schedule.At the beginning of your study, you are made to be aware of the number of compulsory credit unit courses required to graduate.If by the design of the institution, you are required to complete at least 8
courses each semester, but because of your schedule, either your work, finance or whatever, you may choose to re-arrange how to complete your courses.Rather than register for 8 courses every semester, you may choose to register only 4 courses when your schedule is tight, then register 12 in another semester when you are less busy.When you are broke, you may abandon study to hustle, then come back the next semester after getting enough fund to register.This time, rather than register 8 like other students, you may register 10 or more to gradually cover the courses you have missed the other
semesters.How you register ur courses do not concern the institution, all that matters is for you to complete them and pass your examinations.Anyone who fail to complete the mandatory courses due to whatever
reason will be left behind, while others who have completed theirs would graduate within the stipulated time.Since no one actually knows the lecturers that mark your script in pen on paper examinations, and you get instant result in your e-exams, its almost impossible to manipulate the system.Here, it is almost
impossible to pass examinations if you have not properly comprehended the study materials.You may never graduate even after 8years.Through this model, those who work do less study when they are busy at
work, they carry more course loads during their leave or other less tasking periods.And since facilitation (tutor) is optional, they do not need to attend any lecture if they have well comprehended the high quality self-directed, learner-centered instructional course materials that are made available to students.Also, let me use this opportunity to also inform you that, there is
also a sharp difference between distance learning and online learning.Both study involves studies you can do at your own time, anywhere you are.However, there are few things that generally separate distance learning from online learning.Distance learning courses are self study and involve things being sent to you by post, such as text books, worksheets and DVD’s. Sometimes, this materials is sent via email.In either case, the participants will work at home, usually alone, to complete the course. Distance learning sometimes don’t involve a specific teacher, its more about you completing your work independently and only sending it back for
markings.However, online learning is similar, though there are differences.In online learning, there will be more interaction with others such as an online forums or taking tests.You will be able to contact your teacher this way too via email or by video link.Online courses
sometimes involve video seminars being broadcast live. So, its just like being in a classroom but you are scattered around the country.The Open University integrated the online learning into its system,it also included the face to face facilitation which is optional and then require students to visit the study centre time to time for group discussion, counseling, facilitation (tutorial) and to collect educational materials. With this arrangement, the school is able to deliver quality through open and flexible mode of learning.Finally, let me remind you once again that, National Open University is not a part time institution, it has never been.Open University is
a full time university where incomparable quality learning is taking place.Until you come into the system,you may never know what you are missing.

I don’t care if you attend Obafemi Awolowo University, University of Ibadan, Unilag, Unilorin or whatever, just have it at the back of your mind that, you are not in anyway better than students or graduates of
Open University, actually, you are not comparable.Open University is first of its kind!!!

I wrote on this forum sometime ago about how I paid N20,000. with an RRR number I generated from my portal and it was not reflecting in my e-wallet. Well, I am glad to announce that it has finally reflected. I saw a new information on the new website (nouonline.com) that students should first check RRR on the homepage before checking their e-wallet status. That's what I did, and my transaction was successful!
If you are in the situation I was in, I would like to encourage you to try this method. I think it will work for you too. And if you still have issues, please don't hesitate to go to your Study Center and see the Director.

THE Vice-Chancellor of the National Open University of Nigeria (NOUN), Professor Abdalla Uba has said that the Open and Distance Learning mode and degrees obtained from the National Open University of Nigeria are now globally competitive.

He, however, admitted that the University had suffered image problems years back because of the misconception of the operation of the University.

Adamu, spoke during the weekend in Abuja when he hosted the leadership of Education Correspondents of Nigeria (ECAN) led by its Chairman, Mr Chuks Ukwuatu on courtesy visit.

He disclosed that the management of the institution has concluded plans to embark on nationwide advocacy campaign on the activities of the University in order to invest more confidence in the Open University System.

The Vice Chancellor also hinted that the massive movement of younger students into the university has motivated NOUN to change its strategy by taking ownership of its demographic data thereby saving cost and building more confidence in the system.

He said: “NOUN in the last one year has gone through tremendous transformation and you will agree with me that in the last 15years of its existence it has also suffered image issues”

“People tend to look down on NOUN degrees and part of the reasons why they do so is that NOUN gives responsibility for learning on the learner and not on the system. This is what scares some people. We like the idea of mentorship or being guided but the whole idea is for you to study on your own to become what you want to become,” he said.

According to him, NOUN was built on two philosophies, one of which is to be an independent learner inscribed as Work & Learn motto of the University, adding that when the Open University was established at the beginning, it targeted those working in the Pubic Service who could not drop their work and to take up full time academic programmes in conventional universities.

He, however, disclosed that about six years after, there was the upsurge in youth seeking admissions into the University as a result of their inability to secure placement in conventional universities after several years of attempts at the Joint Admission and Matriculation Board (JAMB) entrance examination.

He said: “Something happened in NOUN which nobody anticipated. Many high school students who finished and sat for JAMB examination and could not get admission into universities of their choice move in droves to NOUN.

“Maybe about 1 million kids applied and maybe 300,000 pass and 700,000 failed and out of the 300,000 that passed, the University A will say I will take only 150, and so on.

“So, there is a huge number of youth who want to study and after two or three times of trial in JAMB and not getting through, they suddenly realised that there is the National Open University as an alternative. They all move in a massive drove and their movement into the University caught us unaware.

“Certainly, the demographic has changed and we are no longer dealing with civil servants but dealing with young kids who are into new technology and NOUN is thus motivated to change its strategies by taking ownership of its demographic data by so doing we were able to save cost and build confidence,” the VC said.

He vowed to convert NOUN to a world-class University, saying already several African countries including Rwanda, Tanzania, Ghana, Togo, Liberia and few others have requested the professional assistance of NOUN in setting up their Open and Distance Learning (ODL) system.

The registered active student population of the National Open University of Nigeria, NOUN, has hit 254,000, its vice- chancellor, Abdalla Adamu, disclosed.

Mr. Adamu told the Economic Confidential magazine in Abuja that the number is distributed across the 77 study centres scattered all over the country touching all the states, local government areas and the six geopolitical zones.
“I can confidently confirm to you that the total registered active student population is now 254,000 scattered across the 77 study centres in the country”, Mr. Adamu said.

The NOUN boss also said that having the 77 study centres means that some states have more than one or two study centres depending on demand, adding that Abuja has about 8 centres.
He further stated that “some organisations come to us and ask for study centres and we call them specialised centres, notably Police, Immigration and the Nigerian Prison Service, while some states have community study centres.

He, however, noted that at the inception of the Open University, there were misgivings and mistrust about the institution, as many people did not look at it as credible and worthy. He said the pressure of students getting admission to conventional universities was increasing by the day as almost one million students want to gain admission into universities yearly through Joint Admissions and Matriculation Board, JAMB.
He emphasised that the influx has become so enormous that the state study centres can no more cope with the population, which gave rise to requests for community study centres by some states and these requests were mostly from the southern parts of the country.

Meanwhile, the university authority has sacked the two companies manning the Information Technology (IT) infrastructure and replaced them with an in-house team of IT experts, thereby saving the institution about 80 per cent revenue that had earlier been lost to NOUN.


“Well as for how much I have saved for doing away with consultants, I would not tell you that because that is our secret. When I took over, I saw that the entire Information Technology infrastructure were outsourced to two companies. One was called Cyberspace and the other called Emerging Platforms.”
“They were the ones running the entire system. As an ICT person myself because I spent about 15 years teaching System Analysis at Masters Degree level in Bayero University, Kano. Now how can I have a department of Computer Science, and the Dean of that department was the immediate Vice-President of Nigerian Computer Society, a professor of Robotics and other talents in ICT in these university, and yet still outsource all these to another agency, I said no it cannot happen!

“So the first thing I did was to look at the Memorandum of Understanding (MOU) between us and the two organisations. Of course they paid us the usual courtesy call so that they can remain relevant. We sat down and looked at the MOU and found out that in one of them the MOU stipulates 70 per cent profit and the other 85 percent of the revenue as profit because they provide all the skills, technology including examinations portal. I said this is not acceptable”.
“So we assembled a team and asked ourselves whether we can do this. So they said they can. Then I said go and design it and we decided to shut out the two companies and all kinds of legal battles started, stating that they have signed the contract for five years and cannot be terminated”.

“I told them that within the MOU we can give each other one month notice to terminate such contracts and so I have the powers to do so. You can imagine when the students pay this money, one company gets 70 percent of such payments and the other gets 85 percent! I said that has stopped, and any money coming to us would now be ours henceforth”.

He stressed that the revenue flow was able to provide needs of the study centres and train them at conferences to increase their efficiency, adding that the money is also used in paying for those writing course materials for the university.
We are contented because we do not request government to provide such monies, the professor said.
He said because of funds “being generated through the payment of tuition by students, the institution is now able to push out quality materials for students and also planning to shoot this into tablets, so that we have what we call “I-NOUN”.

“So this I-NOUN will be a complete package of courses. So we cut out these outsources and created our own services and it is working. The key to sustainability in any Open Distance Learning (ODL) is independence.

how does a person who after been given admission in 2013, but did a only a few TMAs.
Would it be advisable to start afresh with a new registration, or try to continue from point of stoppage from 2013?

Ordinarily, you should continue from where you stopped. However, try do portal registration on the new portal (nouonline.com), provide your information, if it says name on the program, you simply visit your Sc ICT department.

TMA have not started.

Sc costlier than each other, it is normal. The cost of garri in Alaba is from its cost in Ijebu

Exam registration fee is the same across centres.

I was only guessing since I thought the standard fees would be the same.
