Anonymous source in the NOUN mgt here in Jabi HQ abuja as confirmed this morning that returning students might not be able to access the new portal until about ending of 2017 due to non-availability of old student data as being held up by cyberspace. The school says this will definitely affect the release of last semester's results and some graduating students. It is believed that mgt will have no option but to resort to manual registration of returning students this semester. Since the portal is not expected back up until about ending of 2017 due to disagreement between noun/cyberspace, students are therefore advised to visit their SC for further instructions on course/exam registration. I waited for more than one week for my rrr to be confirmed. when applying ensure you are connected to a printer because as soon as I submitted, it automatically printed out my admission letter. all the best to those still trying.

THE sudden transfer of Hon. Justice B.O. Quadri of the Federal High Court in Port Harcourt to Abuja Judicial Division after fixing a date for judgment on the Nigerian Law School admission tussle between the students of National Open University of Nigeria (NOUN) and the Council of Legal Education (CLE), leaves much to be desired. The preliminary objection alone lingered in the court for over a year but finally was ruled in favour of the students prior to commencement of the substantive matters.

NOUN, a FGN-special project in compliance with the UN Millennium Development Goal (MDG) on education was established by Chief Olusegun Obasanjo’s administration. To motivate Nigerians, Obasanjo enrolled in the university’s programme, graduated and is presently doing a doctorate degree in Theology; all for authentication purposes.

The university’s ten faculties including Law are accredited by the National Universities Commission (NUC) and it has notable Nigerians, including members of the National Assembly, offering one programme or the other without hitches except Law, which faces challenges with the CLE, a body vested with the responsibility of training of law graduates in the law school.

The students in a representative action through their counsel, Professor Amuda Kannike Abiodun (SAN), dragged the Council of Legal Education (CLE), the National Universities Commission (NUC), the Attorney General of the Federation (AGF) and the NOUN to court in Suit No: FHC/PH/CS/111/2015 to explain why gates of the Nigerian Law School were shut against them, contrary to provisions clearly spelt out in the Students Handbooks which guaranteed admission for vocational training upon award of a Bachelor of Laws degree (LL.B) by the university, and also prayed the court, among others, to order the CLE to admit them into law school immediately. The CLE’s summative arguments pointed at the Open and Distance Learning (ODL) mode of NOUN as against the conventional method hitherto dominant in the country. Already, the matter has lingered in the court for about three years, leaving the graduates idle and in a dilemma with series of a adjournments, preliminary objections, absences of judge and public holidays aborting the court sittings. Nevertheless, the graduates doggedly maintained decorum, believing that since the university’s law programme which is the subject matter is duly accredited by the statutory body and approved by the federal government, justice will ultimately prevail.

Incidentally, on the day of arguments on December 07, 2016, Hon. Justice Quadri after listening to all the parties fixed January 27, 2017 for judgment with the students in high spirits, hoping futilely that the end had finally come, until the judge’s absence with no communication made it obvious. Usually, transfer of judges is not strange in the country but where such happens, two options are inevitable in sync with continuity in public service. The transferred judge is at liberty to personally deliver judgments on concluded matters or transfer case files to his successor to read the judgment.

As the judgment was not delivered as scheduled, it implies that the students who submitted to the legal system may perpetually be kept in the court with different technicalities. To start with, is the Nigerian Law School a fiefdom of some citizens? What offences did the students commit to deserve such resolute hate and discriminatory tendencies against them? From the arguments, it was obvious that all enabling laws are in favour of NOUN as the opposing party only anchored on the proficiency of the noble profession which in law is merely persuasive.

The dangerous implication is that having waited patiently since 2015 in the court and finally got to judgment but was tactically quashed for whatever reasons, the new judge may restart the case afresh which may linger again as evident in our judicial system.

Now, the questions begging for answers on account that justice is being denied these innocent students are: could it have been more ideal if these students had taken the law into their own hands with violence and, perhaps, a showdown that may warrant forceful closure of the Nigerian Law School campuses in the country? Is the court becoming a political party where political gimmicks are obtainable irrespective of the laid down rules? How long will the federal government watch a body under it subject its citizens to psychological trauma and deliberately frustrate with tactics and flimsy excuses innocent students who accepted its offers of admission and went through the same course-outlines as members of the agency?

Is it a normalcy for parties, after closing their arguments, to start the matter afresh after fixing judgment without appellate orders, perhaps, a party is not satisfied on the arguments presented by its counsel? Overall, can we continue with the slogan that ‘anything is possible in Nigeria’? Justice delayed is ultimately denied. Hence, if a court refuses to give a judgment on a matter it competently heard, it implies the country is rapidly drifting towards George Orwell’s ‘Animal Farm’ where’ all animals are equal but some are more equal than others”.

Nonetheless, the federal government and the judiciary should not forget that the victims are students who put in their best time and resources in pursuit of a desirable career. Regardless of whatever reasons, it is a politically-motivated attack on the legal system not to deliver a judgment after listening to parties. Sadly, the court is the last hope of the common man. To substantiate the assumptions, the AGF who is the fourth defendant representing the federal government submitted a secret written brief and successfully urged the court to accept it as oral arguments in an open court. What an aberration!

Finally, on the judgment date, only the counsels representing the plaintiffs and NOUN were sighted at the court premises which was indicative that others were probably put on notice not to waste their time as the judgment would never come. This is, indeed a ridiculous and dangerous omen of egotism, tyranny and persecution.

Stop Admitting Law Students, Lawyer Tells NOUN

A Port Harcourt-based lawyer and civil rights crusader, Barr. Chijioke Agi, has urged the  National Open University of Nigeria (NOUN) to stop admitting students into its Faculty of Law until   the issue of admitting its law graduates into the Nigerian Law School is resolved.
He said until the issue is resolved, the  fate of its law graduates would hang  in the balance.
Barr. Agi, who made the remarks while speaking with The Tide in Port Harcourt last Monday explained that in the 1990s, the Council for Legal Education abolished part time programme in Law in  Nigerian universities in the bid to check half-baked lawyers and expressed regrets that the introduction of Law the in curriculum of NOUN, was a re-enactment of the old order.
He said the legal tussle between NOUN students and the Council of Legal Education in the Federal High Court was yet to be determined .
According to him, “until the legal battle between NOUN students and Council for Legal Education is determined, NOUN should not admit students to that Faculty”.
This is because to become a lawyer, the law graduate must pass through the Law School. It makes no sense that one is a law gradicate yet, not a lawyer”, he stated
Barr. Agi remarked that though the NOUN’s 10 Faculties were accredited by the National Universities Commission (NUC), the other faculties are running without hitches except the law Faculty.
It would be recalled that the President Obasanjo’s administration established NOUN as a Federal Government’s Special Project in line with the Millenium Development Goals (MDGs).
But the recalcitrance of the council of Legal Education over the admission of NOUN law gradates to the Nigerian Law School has put paid to the university’s efforts at training law graduates.

Entry Requirements

For candidates applying for the B.A. and BSc. programmes, a minimum of five credits which must include English language and Mathematics is required. Some specific programmes may also require compulsory credit grade in a third subject.

Candidates for admission into Post-Graduate Programmes must possess any one of the following; a second class lower degree, third-class degree from a related field or a pass degree from a related field with a minimum three years related experience. A minimum of second-class lower division may be accepted for candidates from a different field who may wish to apply. Applicants with the HND qualification should ensure that they possess the Upper Credit grade to qualify for admission into the Post - Graduate Diploma programme in the school.

National Open University of Nigeria has finally launched her new portal, This was confirmed in a Telephone conversation at about 11:28am with the school media and publicity chairman Mr Ibrahim Sheme who disclosed it has been launched.

Impact-TrustINFO: Has the school finally launch the portal?

He said; Yes,as i speak to you am presently on the website,

Impact-TrustINFO;So student can now access their portal?

He affirmed: Yes, From today.

After conversation with the media and publicity chairman, Impact-TrustINFO got some feed backs from students who registered on the portal successfully but could not access some features like E-wallet, Course and Exam Registration and some student complained about getting feedback after registration that their (“name is not on the programme list”).

With this development, Impact-TrustINFO made a call through to the department in charge of the school portal National Open University Management of Information System”(NOUNMIS) as regards the challenges faced by the student on the new portal and it was disclosed the portal is still undergoing a test-run from next week student can check back to see development.

Impact-TrustINFO; Student are having some challenges with the portal like “Your name is not on the programme list please contact Admin officer” what do they about it?

The site is still undergoing a test run, some of the features like course and exam registration,remita, application are not available for now and student should check back next week.

Impact-TrustINFO would advise students to be very patient with the school management as the new portal is undergoing a test run. Get ready for the semester activities like getting course materials, enrolling for private classes and other related activities.

How To Commence Your IT Now That Portal Is Inaccessible

BENIN-STUDY CENTER : The management of the National Open University of Nigeria (NOUN), has improvised a method which enables students due for Industrial Training (IT) commence the training pending on when the school's new website, www.nouonline.com is fully accessible.

Recall that in the previous semesters, for one to Commence his or her IT, first, the individual must register it on the portal, printout the course registration slip, generate a Remita number, pay N1,000 into the SIWES account for logbook , pay another N400 for IT letters then staple all the necessary payment receipts coupled with the address of where the student will do the IT.

But now, due to the inaccessibility of the school website, the procedures improvised are :

1. Go to the department in charge of IT in your study center (For Benin, it's the account or counselors office), pay N200 to generate Remita number.

NOTE : Don't generate remita number BY yourself .

2. Take the Remita Number, ask for SIWES account where money for Logbooks are paid in, (PS : Last semester, logbook was free) then pay the sum of N1,000 to the account.

3. After payment, return to the the the IT department, show them the payment teller then request for your IT letter. It would be filled, stamped and given to you.

You are expected to write the address of where you intend doing your IT in a piece of paper. That is what will be used to fill your letter.

4. Go to the organization you intend doing the IT and submit the letter.

However, when the portal is finally accessible, register the IT(Course and exam), if not, you won't be graded after the IT.

Note : THIS IS THE PROCEDURE IN BENIN-STUDY CENTER. IT MAY NOT BE APPLICABLE TO OTHER CENTERS, BUT IF IT IS NOT, ENCOURAGE THE APPROPRIATE AUTHORITIES TO ADOPT THE METHOD.

NOUN female employees dies as fire guts building

A senior employee of the National Open University of Nigeria (NOUN) was yesterday killed in a wild fire, which engulfed some blocks of flat at Appolo Estate, Ketu area of Lagos State.

The NOUN worker, whose name was yet to be revealed as at the time of filing this report, was caught up in the fire and burnt beyond recognition. It was gathered that the fire would have done more damage if men of the Lagos State Emergency Management Agency (LASEMA) and Lagos Fire Service had not intervene early enough.

Confirming the incident, General Manager of LASEMA, Mr. Tiamiyu Adeshina said: “The agency received a distress alert via the emergency toll free number 767/112 around 3:10a.m. yesterday regarding a fire incident at No. 7, Jemigbon Street, Apollo Estate, off Elebiju, Ketu, Lagos, and this prompted the immediate activation of the agency’s Emergency Response Team and the Lagos State Fire Service quickly moved to the scene of the incident, and prevented the spread of the inferno to other buildings in the estate.”

As at the time of filing this report, the exact cause of the fire couldn’t be ascertained, though preliminary investigation conducted by LASEMA at the scene of the incident revealed that a duplex, which was converted to five mini-flats, a two bedroom flat and a four bedroom flat was engulfed after one of the mini flats on the first floor experienced power surge.

“Further investigation revealed that the inferno, which engulfed the entire building got the adult female entrapped and severely burnt. The body was recovered and handed over to the State Environmental Health Monitoring Unit (SEHMU) and has since been deposited at the Lagos Mainland General Hospital Mortuary. The woman was identified as an employee of the National Open University of Nigeria,” Adeshina said.

The LASEMA General Manager sympathized with the family of the deceased, but, however, emphasised the incorporation of safety into building construction such as provision of more than one emergency exit route and installation of surge protectors and fire alarm systems to avoid unnecessary loss of lives and property to fire incident.

However, the fright we are having pertaining to our results not being seen and our Tmas likely to be scrapped have been clarified by the VC…

The data of all students of the University is safe and it would take a gradual process for them to transition fully to the new website, it took 3yrs for nou.edu.ng to be fully operational.Therefore a little patience is required as all things would be put to place.

Meanwhile, if for any reason whatsoever u experience any form of harassment from your project supervisors the right person to contact should be the Vice Chancellor as he gave out his personal email which is :auadamu@nou.edu.ng
with these, u can comfortably voice your disposition and be rest assured that action would be taken to address all issues.
