Conversion rates fluctuate by the day, and all currencies are converted from one to another. So the rate you're talking about will be converted from USD to CAD based on the conversion rate of USD to CAD as at the time you're paying it to the Canadian Bank.You can google to know the current conversion rate of US dollar to Canadian dollar.

sunnysunny: It is not clear ooo. This what I mean. I want to pay $2,000. CAD rate is 1 CAD=150 naira but I exchange the $2,000 base on USD rate at 1 USD=162 naira . If am to pay to transfer the $2,000 to the bank in Canada will the bank GTB transfer the money base on CAD or USD. That was my question.

I was told cost of living is quite low in manitoba and them dey find people to populate the place + their fees isnt much
