As a person, that is his personal decision but otherwise, you know that he cannot open a company for them in the name of the Lagos state government. A private company and public company are two different things. All he can do is to provide a conducive business environment, continually invest in education, scholarship, infrastructure, etc. It is your job and that of people like you to find a business need in the state and START A BUSINESS!
