They will become a menace to the local environment or others (like the present SouthEast) who may find themselves in your republic.

A plausible solution is for the country to be peacefully dismembered at a Conference or fiscal federalism is implemented in such a way that the centre no longer becomes attractive.

Let each federating unit control all of its resources and give only a token to the centre for common services.
