gre score of 310/340 is not poor. It was enough to get you admitted. I myself didn't score that high and I showed my score at the embassy.
Previous denial usually will not affect your odds in subsequent interview, unless you were flagged or barred for a fraudulent application in the past. Many applicants do not get approved the first time, myself included. In many cases your next interview the VO will not even act like you were denied just recently. You'll get a fair chance at convincing him or her why you want to school in the US.
You should apply again as soon a possible. Make an emergency request for appointment if you have to.

Which bank ? maybe your bank does not authorize payment from your school POS anymore

opechy: I made God my lifeline and he didn't disappoint. My Visa was granted in an interview not up to two minutes this morning at Abuja. No document was requested. It went down thus;

Me: Good morning ma
VO: Good morning and how are you today?
Me: Fine

VO: What do you want to study
Me: Masters in Applied anthropology

VO: Why did u choose d course?
Me: The course 'll give me the golden opportunity of becoming the first lecturer of applied
anthropology in my undergraduate school where I read sociology. Also, it won't only make me an astute teacher who can teach her students how to read and write but also inculcate in them the application of anthropological methods and theories to human practical problems.

VO: smiles...how many schools did you apply to?
Me: 4

VO: Can you name them?
Me: Montclair State University, New Jersey; University of Texas, San Antonio; University of Ibadan and San Jose State University

You're not likely to know me, I graduated in 2010. I think you should be able to get your transcript; the PG students are still in school, the school is closed only to undergrads.

i don't know the bank you operate an account with.
But i think you should trying using another persons card probably a friend or family.

I had this same problem with one of the universities i applied to.
I later realized my conversion was wrong. Most cards are always declined cuz of insufficient funds.
Are you sure you have a sufficient fund in the account?.. if you're not sure, use =N=175 as $1 and inform UCO to try charge the card again. Once the card is charged, you may withdraw what you have left in the account.. The 175 conversion is just to be on a safe side.

I'd like to know:

if one's school is resuming on the 21st of August and the student arrives the US on the 22nd, will the student face any problems at the POE?

Note: the date on his I-20 reads 21st August, 2014

If you wish to arrive US on any date later than the date stated on your I-20, you have to inform your school about it and request them to send you a letter (via email which you will print out) granting you permission to that effect. Note that you will need to show this letter at the POE otherwise you will be denied entry.
