President Goodluck Jonathan has requested the National
Assembly to include $200 million for Lagos State from the
World Bank loan to enable the state government execute
specific critical projects.

This is part of 2012-2014 Medium Term Borrowing Plan.

In a letter to the Senate, dated October 22, 2013, and
titled: “Request for inclusion of Lagos State Development
Policy Operation II (DPO) Into the 2012-2014 Medium
Term Borrowing Plan of the Federal Government”, the
President explained that the loan will be the second
tranche of $200 million to be collected by the Lagos State
Government out of the total credit amount of $600
million granted it by World Bank in 2010.

He stated further that the $200 million DPO for Lagos
State when included in the 2012-2014 borrowing plan of
the Federal Government, would enable the state
complete some critical infrastructure projects like the
27km light rail along the Lagos-Badagry Expressway
corridor to Marina; the Ultra Modern Burns Centre and
Cardiac and Renal Centre at Gbagada, Gbagada General
Hospital, etc.

Jonathan said: “I wish to refer to the above subject and
to inform the Distinguished Senate President that the
World Bank approved a development Policy Operation
(budget Support) for a total credit amount of US$600
million to the Lagos State Government in 2010 to be
implemented in three tranches of US$200million each.

“The first tranche of US$200 million was approved by the
National Assembly in the 2010 Borrowing Plan, making
the Development Policy Operation 1 to be implemented
by the state in 2011.

“Unfortunately, the second tranche of the Development
Policy Operation II was not captured in the 2012-2014
Medium Term Borrowing Plan. I therefore wish to submit
it for your consideration for inclusion in the current
borrowing plan but with no additional funding request.”

According to President Jonathan, the World Bank
supported Public Private Partnership project, which was
approved by the National Assembly in the 2010
Borrowing Plan with a total credit amount of US$315
million, has enjoyed only US$15 million disbursement to
date from the World Bank after about two years of project
implementation.

I am sure that after spending the entire 315mil USD, Lagos would be better than South Africa.

That money should have been released in february but the FG withdrew as guarantors citing excessive borrowing or some other jargons.that led to the slow pace of work on the badagry expressway and the lightrail project for which was the reason for the loan in the first place.thankfully,FG has regained its senses and the project can gather more steam

really?how do you explain the fact that these money was required in febraury,the agreement already stated that FG will have to guarantee the money but then the FG reneged at the last minute.if they had reneged from the beginning it would have been better,but lagos received the first tranche which it used to begin the project only for FG to renege when it got to second tranche.that slowed up work on the road while lagos sought other means of funding and adjusted delivery date.it is now that the project is taking shape that FG now decides to live up to its responsibility

GUARANTOR: meaning d FG wud eventuali pay the loan if there is any default and LASG decides or is unable to pay ie d World Bank wud ultimately hold d FG responsible. In other words, without d GUARANTEE from d FG (from this President), the World Bank wud refuse to release d money and these projects (Lagos Light Rail, Badagry Expressway, Gbagada General Hospital, etc) wud NEVER see d light of d day!!! Later when these projects are completed sm people wud be shouting 'Eko oni baje' and even trying to insult d President!.

They also plan to borrow another #87billion by raising Bonds in other to complete that FRAUD that is Lekki-Epe Express Rd, and ie after paying about #23billion to 'buy back' d road from a FAILED Concessionaire that shld ordinarily be the ones paying d State Govt for failing d terms of its contract (in other words, a total of #103 wud eventuali be spent by the LASG to construct a less than 50km road that shld never hv bn up to #50billion, making it at #3- #4billion per Km by far the MOST EXPENSIVE of such constructions anywhere in the world- MOST of which wud be borrowed)...

Please stop this nonsense, is the loan free, Lagos has made other arrangements and the FG is just trying to save face, Lagos is credible when it comes to paying its debt, why does Jonathan not go after the Lagos state government if he believes Fashola is stealing afterall, Tinubu is a civilian who is not protected by any immunity. We should thank the FG for being petty, the enron project that Lagos continues to have its money deducted despite the FG not sticking to the agreement is still there, FG roads in Lagos that have been rehabilitated, confirmed by the incompetent FG have not had their money reimbursed, Yar Adua was slow but listen to what Fashola had to say on the Ikoyi Lekki bridge and how he went out of his way to make that happen, that is what we call leadership, not the petty nonsense that GEJ and his cohorts are doing.

I expect APC to come and tell us that this is diversionary tactice by the FG just like they said about national conference. FG rejected this proposal before but has rescinded its decision, how is it different from the proposed national conference? This is how govts and political parties should play politics. Focus on development when it is necessary and don't play politics with the yeanings of the masses.

I have responded to the topic, the FG is not doing Lagos a favour, on the Lekki Epe Expressway, let the FG using the EFCC, IG, SSS and any other law enforcement agents arrest all those involved in the deals and charge them to court, afterall, if they are guilty, the money is coming back to Lagos state and will be used to the benefit of all, while we are at it, can you please tell us how much has been expended on the Lagos - Ibadan expressway?

if your brain was functioning properly,you would have realised that the badagry expressway is a federal road which lagos state government should ordinarily not be concerned with.but then the LASG decides to do the road and since the scope of the project is so large,it cant be budgetted for based on IGR and allocation.the LASG then decides to take a world bank loan to do a road which ordinarily should have been the duty of the federal government.an agreement was reached with the yar'adua administration as to what part the FG will play.they dilly dallied for a while and even at a point tried to stop the project.then the first tranche was released.when it was time to release the second tranche,iweala started to blow plenty grammar.i can still remember that fashola addressed multiple press conferences and even went to the national assembly to try to implore FG to honour their part all to no avail.then the state government sought alternative source of revenue and the project copntinued only for the FG to now wake up from slumber after 8months to say they are ready to do their part.if not that the retardeen doesnt know his priorities,shouldnt that road be his administration's priority?thats the entry point fron west africa and the road is an eyesore.fashola decides to take it on and they still try to frustrate the project.why do you think there have been numerous adjustments on when the first phase will be concluded?

The FG would spend an average of #1billion per Km on the Lagos-Ibadan Rd, similar to the initial amount of this Lekki-Epe Rd- both of which are still too Expensive relative to other Climes in the world (Nigeria usually has one of the most Expensive Road Construction Cost in the world, unfortunately).

BUT, apart from the HUMONGOUS Corruption involved in the Scheme that is Lekki-Epe Concessioning/unConcessioning, the LASG and Concessionaire would eventually spend bw #170-#180billion to construct a 49km road (ie at #3-#4billion per Km) ie 3 to 4 times what wud be spent on d already expensive Lagos-Ibadan Rd; and, to make matters worse, same Lagosians who having paid this UNBELIEVABLE sum to construct the road, would still have to pay through their noses for toll fees from at least 3 Toll Gates on that relatively short road!! And by the results of the Survey conducted by the 'former' Concessionaires, just ONE of these Toll booths would generate an average of #4.2billion Annually.

If your heart doesn't severely pricck you on reading all these regardless of what your persuasions are, then you may need a new heart afterall!!!

Not just rewarded for FAILING at the Concession by been paid for nothing tru a dubious 'buy back policy' (when they shld be d ones paying d State), BUT d LASG wud even pay the DEBTS these Concessionaires incurred while failing at their job (even after these same Concessionaires collected Toll fees from Lagosians for 2 yrs). IMAGINE that!!! I have NEVER heard of such arrangement anywhere else in then world!! Whenever I just let myself think about d Depth and Brazenness of this Audacious Scheme perpetuated by a Govt, it is as though every atom of my being is set on fire; and what is worse, when I think of d 'CONSPIRACY OF SILENCE' and HYPOCRISY that have followed this by most Nigerians, esp d plenty Emergency 'Activists' and Voltrons who make lots of NOISE over far lesser Crime, I feel so SICK in the stomach...... If you wud hv noticed I hv barely commented on NL for about 2 days cos a MOD (or maybe MODS) CENSORED my comments on this topic by removing them on another thread that was talking about corruption and in which I had to insert this topic cos d MODS/Administrators have refused to bring any thread exposing this Fraud to the Frontpage (this is like d 8th thread talking about this and I can assure you it wud NEVER mk d FP). did the project stop after FG backed out in february?it slowed down for a while and eventually picked up steam but it didnt stop.even if FG had not guaranteed the loan,LASG would have found other means to do the road.you seem to have skipped the major point,Fixing that road should have been the duty of the FG in the first place because its a federal road and should have been a priority
