Administrative Caution does mean she is guilty of wrongdoing. It is an official warning given in certain circumstances as an alternative to prosecution. So on what basis did the committee recommend 'Administrative Caution' if according to this report, she is not guilty of any the allegations?

The committee itself was just another distraction. The constitution of a committee when we already have statutory bodies like EFCC, ICPC and Police anti-fraud unit to do the job was a red-herring. It was always going to be a half-hearted investigation.
