This is not too early. Last year it was right about the same time. It might be and it might not be. They could still decide to add more people. But just few.

Hey Mr Izriel, some health certificates for Hepatitis B were written in short form as HBsAg..we were told to do another one writing it in full and then submitting on Monday for our good(as the Russians don't understand the short form). Please is there a problem if one fails to submit?

i had a very similar issue last year and believe me, you wouldn't want any of it. It could affects your chances negatively.
