Yes, you can get accommodation if only you get cleared early. The only hindrance to getting accommodation is clearance. in fact, if you pay early enough, and you don't get cleared, you won't be opportuned to apply for accommodation when it's available.

So, paying early is not proportional to getting admitted, what really matters is Clearance.
