A medically inclined person will know that the body's defense line is the immune system. When the immune system of a person is totaled, a 'simple' infection such as a cold can kill such a person.
Law Enforcement Bodies are the immune system of a society, that is why a society can not afford to have a sick one. The state of our dear country Nigeria today is a direct indication of the state of our 'immune system'.

A typical human being whether Nigerian or not is normally inclined to corruption except definite steps are taken to curtail it. Curtailing corruption and other inappropriate behavior(crime) should be the responsibility of our NPF but unfortunately "charity begins at home". wink

I think to transform the NPF the following steps should be carried out. Please feel free to dicuss these points and/or add

1. All police officers must be made to participate in periodic seminars or lectures that will educate them on current trends in law enforcement and crime management. Participating in these lectures and passing prescribed examinations should earn them points that would be a basis for promotion and other benefits determined.

2. All police officers must be trained in the use of modern gadgets and fully equipped with same. Such gadgets include radios, computers, G.P.S devices, e.t.c

3. The radios provided to the officers should be programmed to record all conversations once a particular officers duty period commences. The records must be used only when references to them are needed such as when there is an allegation of corruption or public complaint against an officer.

4. A functioning video camera at all checkpoints (mounted on patrol vehicles and / or designated officers) recording the officers interaction with the drivers of all vehicles as they approach and leave the checkpoint.

5. Regular officers should be equipped with batons, tasers, tranquilizers and portable guns and properly trained on their various uses. Those big guns should be restricted to a special unit or the military.

6. Incentives should be given to the officers for every successful crime resolved or stopped in form of bonus points ( refer to point 1) and/or financial benefits. This will encourage the officers to perform better. Investigations should be carried out by a special trained unit (preferably independent) in verifying every case, referring to audio and video records when necessary.

7. A special unit to attend to and direct emergencies, public complaints should be created. All calls to this unit should be monitored and recorded for reference purposes.

[b]1. Systematically phase out the old guys. Reason: You cant teach an old Dog new tricks.

2. Increase the recruitment requirement from 'School Cert' to OND or 6 Credit in WAEC and subject all intakes to pass through an entrance examination conducted by an independent body or firm. Also, all entrants must pass a psych evaluation by a certified shrink.

3. Police training college should be upgraded to a full educational institution like a Polythecnic where intakes enroll in different courses or Crime fighting and prevention. Courses like BASIC NIGERIAN LAWS must be compulsory for all courses. Graduates can work in the Police and/or as Security Guards, sucurity consultants, Body Guards, Security escorts, Private investigators, e.t.c. Most of our officers today dont even know the Laws that they are enforcing.

4. Particular attention should be paid towards teaching the Nigerian police to honour the badge (Change all the Police logos to a proper badge).

5. All Police personnel must have Workmans compensation of not less than 5 million Naira for the lowest Police officer that is killed in the line of duty and 3 Million for those injured in the line of duty.

6. Improve Police welfare in general, creating housing schemes for them to buy into and loans and grants.

7. Inrease their salaries and make it favorable.

8. Make the Police I.T compliant. All matters are to be entered into a computer.

9. Replace all AK-47s and other Assault rifles currently in circulation and replace it with a standard issue 9mm Beretta pistol. Assault Rifles should be carried only by the Special Unit of the Mobile Police and SARS.

10. Make the Name Tags and Police I.D Number Bolder and bigger so its easy to read incase of ;Whistle blowing'.

11. Every Policeman must go in for some training and course every 2 years and must be psychologically evaluated every 2 years.

12. Equip all officers properly with;

- Side Arm
- Mace
- Teaser
- Set of Cuffs
- Flashlights
- Walkie-Talkie/Radio
- Baton
- Whistle.

13. Dash Cameras and onboard computers in all Patrol vehicles so an Officer can quickly check the I.D of a suspect to know if he has any outstanding. Sort of like access the Police Website.

14. The Nigerian Police Force Order which is the Police Law Manual MUST be reviewed. I cant believe that the law allows for a Police officer to shoot an unarmed suspect that resists arrest. angry

15. WEAPONS TRAINING Any Idiot can shoot a Gun. Any Child can shoot a Gun, but not everyone can 'PROPERLY HANDLE' a gun. All Nigerian Policemen must undergo serious weapons training. Just a couple of months back, one of our Police escorts in the office accidentally shot and killed one of our drivers all because of Poor weapons training. The other time, a Mopol in the lead escort vehicle accidentally discharged his weapon whilst it was pointed directly at the bus behind. Thank God that went down as a 'Near Miss'. ALl of the current and future officers must be trained on weapons handling, safety and maintenance. [/b]

I also want to add these

The minimum requirement is Perfect as you cant expect a school cert holder (by Nigerian school standards) to be intelligent enough to properly interprete the Laws. The Nigerian Police should no longer be the dumping ground for school dropouts. It should carry some form of respect and dignity. If School Cert holders must join the police, then they should be put in the Traffic Control Unit and not given any weapons.

3. Police Intelligence unit.

4. There is a snitch unit in the Nigerian Police for informants.. Problem is nobody snitches to the police because nobody trusts the police.

5. The Mobile Police division and SARS (Special Anti Robbery Squad) are Nigerias equivalent of SWAT (Special Weapons & Tactics).

NOPRIN Foundation should be strengthen if they exist in Nigeria for decades and corruption is still rampant in the police service, it need a serious review.
They should publicize the snitch unit, I have never heard of it and i believe 80% of Nigerians havent as well. They need publicity both on the radio and tv stations. State and Federal TVs.

If police colleage is upgrade to university level, they can learn law during education. So there is nothing wrong with using WAEC as minimum requirement.

Find any phone that does not even have any sim card inside and dail 911 and see what happens. cool

And school cert is lower than WAEC. Thats First School Leaving (Primary 6 cert). And if they must use WAEC, the person must be proficient in English language or one Local Language (both reading and writing).

The SAR are in state capitals while the mopos are in their barrack which are far away from many LGAs in the state, I think there should be a standing combat team in each LGA since ordinary policemen are afraid of criminals.

Even the U.S SWAT are not every where.

When there is a problem, the job of the police men on the scene is like that of the Para-medics which is to contain the situation and call for back-up.

Then the SARS would respond in its might and crush the opposition.

I think SARS are deploys by Zoning. Meaning every Divisional Police HQ has a SARS Unit.
