this is economic illiteracy in action. its like saying a beggar should give his children cornflakes every morning. its an employers market stupid- there is high unemployment. secondly in countries with such laws, unemployment is always higher.

Convert to permanent staff compulsorily after 2 years?
This is impossible from a business stand point.
Employers will terminate the contract staff within the window period and employ new ones and the cycle continues.

If there are infrastructures and working policies that supports new business creation and a booming economy that churns out new jobs, would anybody stay back as a contract staff when he has opportunities for permanent status jobs elsewhere?

NASS is talking operations instead of molding a strategic framework for job creation that should naturally address contract jobs.

He made sense. He pointed this out to expose the lacuna in that bill and for further clauses to be added if need be, to prevent employers from sacking after 23months and re-employing.

slimmy05: The House of Representatives moved on Thursday to stop the practice of recruiting workers as "casual, contract or temporary staff" in the country's labour industry.

A bill to limit the casual or temporary status of employees to two years, passed second reading at the House on Thursday.

It is an amendment bill to the Labour Act, 2004.

By the provision of the bill, employers are required to convert any casual worker in their organisations to "permanent status" immediately they clock two years working as temporary staff.

The sponsor of the bill, Mr. Emmanuel Jime, told the House that there were many Nigerians working as "casual staff for years" in some organisations without any indications that they would be converted to permanent staff.

He argued that the practice created discrimination in the work place, making those workers remain inferior to others.

Besides, Jime noted that the discrimination affected the economic well-being of the casual workers.

"It means, we have two categories of workers. We have the permanent ones and the casual ones in the same work place. This division is unacceptable and unhealthy for economic  growth", he added.

The long title of the bill read, “A Bill for Act to Amend the Labour Act, Cap. LI, Laws of the Federation of Nigeria, 2004, to Provide a Time frame for the Regulation of Casual or Temporary Employment to Permanent Status by all Employers of Labour in Nigeria and for other Matters Related thereto.”

Members applauded the bill, passing it for the second reading in a voice vote.

The session was presided over by the Deputy Speaker, Mr. Emeka Ihedioha

Not if the person that wrote the bill is smart enough to put a clause that says there must be a break of at least 12 months between employment engagement, disengagement and re-engagement to invalidate the automatic conversion to permanent employment.

CRAP! DOUBLE CRAP!!

There will be more unemployment in the land than ever.

I pity those who are supporting and clamoring for this myopic cause.

Contract staff boku yet the unemployment rate is high then when they stop it how many companies are willing to pay N80, 000 and above ro a single staff when they can pay about two staff with same qualification that same amount.


Every business owner is out there to make 100% profit.

FOR THOSE HAPPY AT THIS SILLY MOVE PLEASE DON'T COME BACK IN A FEW YEARS TIME TO CRY TO HEAVE THAT ONLY LESS THAN 10% OF NIGERIAN GRADUATES ARE EMPLOYED.

I hope this law if well defined will render coy's powerless else, sack after 23months will be inevitable. Those contract staff in banks are staff to another coy.... What will be their fate?
Will it convert those who have spent more than 2yrs automatically?
Will all there be a control measure for workers be recognized as full staff?

It can never stop. Employers will simply ensure that the contract staff are employed as permanent staff in another nonexistent organisation and have them seconded to do the same work.

In this case, they will claim that they are not temporary staff but are consultants.

The north over try by extending such gesture. what of the south that doesn't give even the contract apptmt to the north counterpart. that means no sush gesture again. or employ and sack after 23 months. every positive development has its negetive effect

They keep deceiving Nigerians.
They own almost 80% of the servicing companies.
They make the rules and sets the standard of payment.
Aren't they the same people that ensures that locals working with them do not have a voice,even the pay is nothing to write home about and they expect me to believe this charade?....No way ,they won't end it they will only employ a better means of enslaving Nigerians in their own land.....smh

this is indeed a very good news, i work in a first generation bank as a contract staff too for over 3yrs now, although i'm equipping my self with the right qualifications and certifications to seek better opportunities, i still pity others who dont have a choice, the security men in my bank with uniforms receive less than 20k monthly salary, the cleaners receive less than 15k monthly salary, the dispatch riders receive less than 30k monthly salary, the drivers receive less than 45k salary, transaction officers myself included receive 60 to 85k depending on your years of service and the least grade in the permanent staff ( Executive Trainee ) receive over 140k a month haba the difference is too much.
please contract staff of other banks should blow the whistle.

May Mr Jime never know lack in his life, his children shall never suffer and my God shall continue to bless him with wisdom so he will continue to bring great contributions in the federal house which would take this nation to the next level.... Enough of this corporate slave trade in Nigeria, young people are suffering in the name of contract staff.

Don't mind them! One thing is as sure as death in Nigeria - there is shortcut to every law made. The question they are supposed to ask themselves as legislators is - How many jobs have they created in their respective constituencies?

Also, another law is supposed to be passed mandating anybody vieing for the positions of Governors, Senates, Presidents, etc to have a specific number of employees working under them before they can qualify for any elective post.

Some bankz pay dia contract staffs pea nut,image a bank paying a graduate BSC,HND 25 thousand,dis is madness,and some of dia staffs hav work more dan 3 to 4 years with out promotion,

Report to employment tribunal with letter of second appointment. They must give reason why they sacked someone the first time if then employ the same person again.
