Haven gone to most state capitals in Nigeria, I will be able to draw a conclusion that these are arguably the most developed state capitals in nigeria. In no specific other: ikeja, kaduna, port harcourt, enugu, kano, calabar, benin, ibadan, owerri, jos.

asaba and uyo can't be put on the same pedestal as Ibadan.they are undeveloped relative to Ibadan.
let the truth be said.

I don't know whether Ibadan is developed or not, all i know is that the Ibadan I saw is not fine.
That place needs serious overhauling.
I was surprised when I learnt oyo is one of the top ten states that receives huge allocations from the FG.

Well,i believe that as time goes on,with the rate of growth and development of Asaba,it will soon overtake Ibadan. Surely,it will. But for now,Ibadan is more developed.
