I've

just been wondering why people always use this phrase as an excuse to
their evil/wrongful deeds..Please,is it always the devils fault or is it
because he is not always there to defend himself or why exactly is this
phrase so common and easy for people to use to justify or cover their mischiefs?

Humans just hate to take responsibility for their own actions. It didn't start with us, it started in the garden of eden. when Adam chewed on the apple in Genesis. God asked him what had done and he said “Well, it was the WOMAN YOU gave me”. He didn't take responsibility for his actions, rather he blame God for it.
We have been pointing the finger at others ever since.
