No absolute powers in a parliamentary system. It is not like the Presidential system. In parliamentary there must always be consensus and the PM is merely a coordinator. He can't do anything without the go ahead of the ruling coalition but the highest ranked person was Zik. Nobody had absolute power in the first republic but no doubt Igbos benefitted most from appointments

Any census in Nigeria will still be manipulated but if you look at all stats backed with biometric data, digital footprint, revenue and etc, you will have a good idea of how the population is distributed by percentage if not by absolute numbers. In short you don't need a census to have what you need.

Yes if SE is getting five federal universities while NW or SW gets less than fifteen each, that is already favouring the SE. That is obvious or isn't it? If you consider NIN registration or even taxes paid leaving population figures gotten via any census
