Would any parent delibrately subject their offspring to danger? As unlikely as this may sound, that may be exactly what parents do when they arm their kids with cell phones to use and play with constantly.

The brain of a child by nature(they are still growing remember) has the ability to absorp radioactive material. Their skulls are thin, and as such should not be subjected to long spells of phone call signal emission( yes even adults should limit the time spent on cell phones)

In developed countries, kids below 10(not sure of the benchmark here ) can only use cell phones that will use only sms facilites and not voice. If they must use voice please let them use earpiece devices.
