The waiver is to drill in the arctic and the black sea ( a drilling concession that will expire this year). EU oil firms are getting waivers from their government to do business with Russia in the black and barents seas. Do you really think a big company like exxon will sit down and lose a $500 billion worth contract to their competitors?
