I use Scimago to check if a journal is worth my time/effort.
Obviously with time, even without Scimago, you'll be able to appraise the quality of an intended journal.
The more you get entrenched in your field, the more you'll 'determine' journal relevance and quality, as well as draft quality manuscripts.

You can proceed with your Ph.D at NOUN.
What really matters is the quality of your research! NOUN is an approved tertiary institution in Nigeria as published in the National Universities Commission(NUC) website.
So, you are safe! Just make sure your Ph.D research work will solve "unanswered questions".

Someone in academic advices it's not okay because they will refer to the person as inbreed PhD holder. It's good to obtain different degrees at different schools.

It depends on the topic of your research. If there is no expert to guide you properly in your school then you might have problems.
