On 13th May, 2010, President Goodluck Jonathan awarded a $23bn contract for the construction of three greenfield refineries; one to be located at Bayelsa, one for Lagos and one for Kogi.

It was meant to be a 5 years projects but unfortunately the usual things happened.

Five years down the line the money had grown wings and the refineries dead on arrival.

Till today no news and no develoment on it.

Where is $23Billion Refinery money?

Mrs. Alison-Madueke should tell Nigerians why the three Greenfield Refinery awarded under her watch on May 13, 2010 for $23 billion, five years down the line have not taking off. Where is the money voted for the project?

My dear compatriots, the three refineries were to be located at Bayelsa, Lagos and Kogi states and was to stem the huge cost of importation of refined petroleum products. The unfortunate outcome is that Nigeria is broke, naira forcefully devalued and spiral inflation is ravaging the land.

The House of Representatives has mandated its Committee on Petroleum Downstream to investigate why the Federal Government failed to construct the N3.7 trillion Greenfield refineries at Lagos, Bayelsa and Kogi states awarded four years ago.

The order followed a motion brought before it by Abbas Tajudeen (APC Kaduna) who observed that in spite of the agreement signed by the Federal Government since May 13, 2010 with the China State Construction Engineering Corporation (CSCEC) for the construction of Greenfield refineries project in Lagos, Bayelsa and Kogi states, respectively, at the cost of $23 billion (3.7 trillion) with a completion period of five years, nothing has been done.

He said 80 per cent of the cost is provided by China Export Credit Insurance Corporation and a consortium of Chinese banks led by the Industrial and Commercial Bank of China, while the Nigerian National Petroleum Corporation (NNPC), is to provide 20 per cent of the remaining fund as equity contribution.


Though he said the Minister of Petroleum Resources, Diezani Alison-Madueke, had assured the public of the commitment of the NNPC to the projects soon after the White Paper on the report of the 22-member taskforce led by former Minister of Finance, Dr. Kalu Idika Kalu, was released, there was little or nothing to convince anyone of the commitment.

He added that despite a favourable recommendation by the taskforce for the Lagos refinery, there is no evidence of any plan to construct a refinery at the Lekki site next year, as reported by a national newspaper on September 1, 2014.

Further, he noted that the revaluations by the petroleum ministry raised issues that needed clarification for the delay in the commencement of the project and subsequent reduction in their scope after the White Paper on it was released.

The motion was unanimously adopted by the House and subsequently referred to the Committee on Petroleum Downstream for further legislative input.

There is worries that no tangible work had been executed at any of the three sites with just a year left for the completion of the refineries, the projects are yet to take off.

It is clear only thieves, economic saboteurs, fugitives of law, intellectually deficient citizens and clannish and ethnic driven bigots will seek and hope JonaTAN returns in 2015 as president.

Add this to the 10billion Alison madueke used for her local private jet runs and add the $20bn sanusi said was not remitted to the federation account and then one can deduce what happened to our oil earnings of 5years.

This is a government of rogues for rogues led by a clueless rogueish goon.

The olodo OP and his ilk shld know that d said Green field Refineries were to be built by China National Oil Company subsequent upon their acquisition of deep offshore oil fields from Nigeria. That deal fell through, so d Refineries were not built (unfortunately)... At NO TIME was any $23bn contract(s) given or awarded by anybody to another person. The OP is a bladdi LIAR..

It is a pity that these woman have so much power that they have become a small god.

Intellectually,physically,spiritually and economically President Jonathan lack the wills and charisma to lead a Nation like Nigeria.

Politically he can lead Nigeria because he is just a pen used by the godmothers.
