It's an adage. When a dog and a baboon fights, it's always fierce. It's most atimes, a no-winner battle while both of them go and lick their wounds.
He used the proverbial dog and baboon fight( with dog and baboon being PDP and APC in this case) to mean that PDP won't have the contest easy in 2015 and not promising bloodbath.
The adage is only used in this context. Even your Samboribobo and other people who understands hausa in PDP know the true meaning.
