African Union Requesting Additional Troops Ahead of 2017 Elections

African Union Mission in Somalia (AMISOM) has requested for close to 9,000 more soldiers to facilitate its operations.

This request has come with a stern warning to the political elite against using their contribution to Somalia as a bargaining power to table their demands.

“States should not use AMISOM troops as a bargaining power to seek compliance on their demands,” said the Special Representative of the Chairperson of the African Union Commission for Somalia (SRCC) Ambassador Fransisco Madeira.

He added, “These soldiers give so much including their lives. It is better to find other avenues to pile pressure on but not AMISOM soldiers.

“It is barely a week since Kenya started withdrawing her slightly over 1,000 soldiers out of rage from South Sudan after the United Nations fired Lt Johnson Ondieki as the peacekeeping army commander for allegedly not protecting civilians as indicated in a report that criticised his leadership.

Ahead of the October 2018 exit plan, Madeira said despite their ongoing peacekeeping efforts, they face a serious lack of logistics support.

This is on the side of Somali’s army that now stands at about 10,900.

“But we need to have at least 20,000 to ensure the country’s army is equipped fully ahead of the exit. This is exactly where the problem is.”

Madeira asked for the United Nations to consider equipping the Somali soldiers who are being trained by AMISOM countries. He further asked for facilitation of firearms and other armories to Somalia’s army.

“We are training the Somali soldiers but you see, a soldier becomes one when he has a gun to fight. But there is fear that Somali is full of guns hence the hesitation,” said Madeira.

Madeira said through the training, they have already certified the Somali troops to fight alongside AMISOM but they lack firearms.

The training is being done by Uganda, Turkey, and Ethiopia among other nations. “Only when we realise Somalia is fully equipped that is when we shall leave. But there is no time.

Our heads of state have already directed the mission to be closed in 2018,” Madeira said. However, Uganda which has the largest number of troops in the country (about 22, 000) announced in June that it will be pulling out its soldiers in December 2017.

But AMISOM has its fingers crossed on the ongoing election in Somalia as its success will ensure a smooth transition and facilitate a flawless exit.

Acknowledging that the elections are behind schedule, Madeira noted that to date elections for the upper house of the federal parliament have been partially completed with 43 out of the 54 senate seats are filled.

“Elections of the lower house are currently ongoing in the regional states of Jubbaland, South West, Puntland, Galmudug and the recently formed Hir Shabelle state,” Madeira said.

Russia Offering Egypt Advanced Systems for Mistral Helicopter Carrier.

Russia has offered Egypt modern armament and electronic warfare systems and communications means to mount on Mistral helicopter carriers and the negotiations are continuing, presidential aide for military and technical cooperation Vladimir Kozhin told TASS on Thursday.

“The Russian Federation has offered Egypt a wide range of equipment and military hardware to mount on Mistral helicopter carriers. Apart from helicopters, these are modern armament and electronic warfare systems, navigational and auxiliary equipment and communications means,” Kozhin said.

The proposals were prepared with account taken of all the requirements and wishes of the Egyptian side, he noted.

“Russian specialists have also presented their recommendations to Egyptian partners, which include the assessment of the required volume of preparatory work for installing this equipment. The negotiations on approving technical and commercial components are currently continuing,” the Russian presidential aide said.

As was reported earlier, Moscow and Cairo are discussing the delivery of communications and control systems for the Mistral amphibious assault ships. It is not ruled out that Russia may deliver Kamov Ka-52K helicopters as the deck-based modification of Ka-52 Alligator gunships specially developed for the Mistrals.

Then-Kremlin chief of staff Sergei Ivanov said in October 2015 that Egypt might buy Russian helicopters and equipment worth over $1 billion for its new warships.

The Mistrals, which Egypt has received this year, were initially intended for Russia. The Russian Defense Ministry ordered them in the summer of 2011 but in 2014 Paris froze the delivery of the helicopter carriers to Russia over Moscow’s stance on Ukraine developments.

In 2015, Russia and France agreed on cancelling the contract and soon after that the Mistral amphibious assault ships were bought by Egypt.

Participants at the just concluded 2016 Operations Seminar have identified accurate and timely intelligence as key to winning the insurgency fight. This resolution underscores the significance of NAF intelligence, surveillance and reconnaissance (ISR) activities in the North East. It also brings to fore the need to enhance current capacity to undertake this crucial airpower role in order to effectively combat both current and future internal security challenges. To effectively neutralize the threat of insurgency, the NAF needs to acquire modern platforms to undertake offensive and combat support air operations. It is also important to maintain the current tempo of training, with greater attention given to the training of Special Forces personnel and Forward Air Controllers.

NAF AIR WAR COLLEGE – HMOD INAUGURATES PIONEER COURSE


The Honourable Minister of Defence (HMOD), Muhammad Mansur Dan-Ali today officially inaugurated the newly established Air War College (AWC) by the Nigerian Air Force in Makurdi. The pioneer participants comprise 19 Group Captains, 7 Wing Commander and 2 Commanders from the Nigerian Navy. As a forerunner of the National Defence Course, the objective of the Air War Course is to develop in participants the operational knowledge of airpower and its application. Speaking at the inauguration ceremony, the HMOD, who was represented by the Chief of Defence, Gen Abayomi Olonishakin expressed the optimism about the ability of the College to impact in the participants the requisite knowledge that would enable them proffer feasible solutions to challenges associated with air operations. Highlight of the ceremony was the unveiling of the College logo with the motto “Professionalism and Leadership”.

Meanwhile, the Chief of the Air Staff, Air Mshl Sadique Abubakar has availed himself the opportunity offered by the inauguration ceremony to undertake operational visit of 33 Logistics Group and 64 Air Defence Group – The Home of Tigers (The F7Ni Fighter Pilots). The CAS also used the opportunity to commission a block of 10 units of one-bedroom apartment newly built for the use of resource fellows at the Air War College.

Two killed as Nigeria police foil multiple suicide bombings


Two suicide bombers in the early hours of Friday killed themselves at a police checkpoint near the Federal High Court Complex in Maiduguri, after police officers on guard tried to stop them from advancing towards their post, an official said.
A third suicide bomber was arrested, the police said.
Three of them – two females and a male – were spotted creeping in the dark towards the police post at about 3.50 a.m., said the Borno State Police Public Relations Officer, Victor Isuku.
Another set of twin blasts were heard at about 8 a.m., but the details are yet to be ascertained.
Residents of Maiduguri were jerked off their sleeping beds by the two echoing sounds of the first blasts. No one, including this reporter, could say from where it was coming.
“By 3:50 a.m. today, mobile police personnel on guard duty opposite the federal high court, sighted three suspected suicide bombers (2females & a male) running towards their sandbag”, said Mr. Isuku, a deputy superintendent of police.
“They ordered them to a halt for questioning. In the process, one of them detonated the IED strapped to her body, killing herself and one other male accomplice.
“The other female survivor was arrested alive and subsequently handed over to the military for further exploitation and necessary follow up actions.


“Police bomb disposal units also mobilized to the scene to detonate unexploded IEDs on the bodies of the deceased suicide bombers. The second bang was as a result of the demolition of the remaining IEDs by police EOD units. Normalcy has already been restored”.
Friday’s failed suicide attack came exactly a week after three suicide bombers, all females, were gunned down by a military patrol team while trying to invade Maiduguri all armed with bombs strapped on their bodies.
It appears a trend that Boko Haram carry out such attacks at the weekends, especially on Fridays.
Boko Haram has increased their attacks on Maiduguri using suicide bombers after they released 21 of the 200 abducted Chibok schoolgirls to the federal government.
They have sustained their attacks despite continued negotiations with the federal government for the release of more of the kidnapped Chibok girls.

Six Al-Shabaab militants killed in Somalia


Troops from the African Union Mission in Somalia (AMISOM), alongside the Somali National Army (SNA), on Friday killed six Al-Shabaab militants in an area about some 35km northeast of the southern Somali town of Kismayo and captured a location.
AMISOM force spokesperson Joe Kibet told Xinhua that the joint forces took the Bula-Gadud location and recovered weapons during the operation in Lower Juba region. Kibet said that there were no casualties on their side.
Militant group Al-Shabaab has been fighting against the Somali government, staging frequent attacks in the country.
The joint forces have increased their operations against the militants as part of efforts to secure the ongoing elections in Somalia.

The Chairman of Innoson, Innocent Ifediaso Chukwuma, was today at the Tactical Headquarter of Operation Lafiya Dole, Maimalari Barracks Maiduguri, Borno State to present the latest Innoson IVM G12 designed solely for military operations, to Chief of Army Staff, Lt Gen T Y Buratai. 

The Army Chief assured the Innoson boss that there will be many more patronages from the military especially now that the govt is looking inwards for resources and equipment to win the war against insurgency.

END-OF-THE-YEAR ROUTE MARCH EXERCISE

The Nigerian Air Force (NAF) today held the fourth quarter 2016 route march exercise for personnel serving in Abuja. This marks the last quarterly route march exercise for the year however the weekly Wednesday games still continues in order to keep officers and men fit for the rest of the year.

Meanwhile the Chief of Training and Operations (CTOP), AVM Ahmed Iya has commended officers and men of the NAF for their dogged determination to maintain high level of physical fitness, noting that they cannot afford to do to the contrary because of the nature of their professional calling. The CTOP, who spoke on behalf of the CAS, Air Mshl Sadique Abubakar, maintained that the NAF would continue to do everything possible to ensure the physical fitness of its personnel. The exercise is expected to come up at the most convenient time in other NAF establishments and formations across the country

Our armed forces seem to excel at institution building. Which is a great thing. Recently, pictures on bidexiii's threads have been about base visits by military brass, showcasing investment in new housing, gym and other troop welfare facilities.

We have seen our able COAS on frontline visits with the troops boosting troop morale. These investments in "institution building" which includes recruiting the best able body and sound minded men and women Nigeria has to offer both in the non commissioned and the commissioned ranks ;would pay great dividends in the near future.

Our armed forces should be the tip of the spear, not an institute for social engineering, or constituency youth employment.

The resumption of the BMATT activities is also a great thing. As the british are the best at military institution building.


Having said all these, the business end of a fighting force is also equally as important. Issues of our true "combat power" is what we need to improve on. This involves all Nigerians. The electorate, the citizen, the blogosphere, our print/TV/internet journalists and of course our elected officials.

The US DoD defines Combat Power as the total means of destructive and/or disruptive force which a military unit/formation can apply against the opponent at a given time.

The combined resources and ingenuity of the Nigerian people, has to be reflected in the combat power of our armed forces. But hitherto, we all abandoned this crucial responsibility up to the military alone.

It is our military, our sons and daughters bleeding, our nation that is shamed or made proud by their actions. we should be in all of their business.
Also, our armed forces has to drop their "bloody Civilian" colonial mentality.


Imagine what a group comprising of Innoson, proforce, dangote, and DICON can achieve in terms of effective provisions for our armed forces.

Imagine the impact our press would have on educating the populous, if they themselves are educated on military issues and correct terminology. (lol)

Study how your counterparts in UK and the US cover their military.

We should all know what military equipment is lacking in the NE/Niger Delta. And we should all be full of ideas/suggestions on the best practices in the solution to this decades old problem.

All well said mate, our military chiefs has being investing in infrastructures & institution building which in turn has a way to tell on our military personnel and morale of front line troops.
The true measure of a countries military power is the measure of there destructive force to there enemy, Yeap will might to be totally there for now but I can tell you we are on our way to that path, And time will tell. A Lot of funds and resources are needed to make us get to that path.

As long has we stay on the path of democracy and the will to grow. We will surely get there.

NAF DESTROYS ANOTHER SET OF ILLEGAL OIL BARGES IN RIVERS STATE

The Nigerian Air Force (NAF) has destroyed another set of illegal oil barges in River States. Two of the latest barges filled with stolen oil were set ablaze by NAF helicopters on armed patrol around Okoromabie and South East of Port Harcourt refinery. The third barge, surrounded by canoes carrying drums, was sited at Onne. While individuals around the barge and canoes fled when fired at, the barge and drums did not explode, indicating the possibility of being empty.
