Rules are part of the examinations themselves. Before I start any exam, I ALWAYS check the instructions and read it thoroughly. I remember a time when a lecturer back then when I was in school said in his instruction that we shouldn't exceed a page per question. Many people didn't even see it and wrote a full booklet. At the end of the day people failed, not because they didn't write but because they didn't read the instruction at all.
