i know all dis bro...dis kind of govt contract remains unreliable bro..getting a bank financing is not as easy as they make it seems when the contract has to do with commodity supply. If govt delays ur payment after supply, then u understand what i mean when u take bank loan to do govt suppliers

Yes, that's the standard requirement for all tenders involving the government and many other well-established organizations. So if you have an SME, you take the requirement as a template and start putting together those documents that are needed. You may not be able to vie for this one but maybe you will be ready for the next one or the one after that.

The normal thing is that after submission, all bids are read in the present of all bidders for transparency sake. Then you will be able to monitor who won the bid and even ask questions why you were disqualified. You can even sue if you have evidence that due process was breached.

Actually, its a good step but the problem is that the opportunity is still created for the rich. People like us who needs the money more won't be allowed to get there.

NYSC has ALWAYS advertised the tenders in the Tenders Journal here in Abuja, and at the end the story is always the same. You cannot get this job. You know how many times I have tried myself even when I knew a Director within the NYSC? I even once spoke to the Director of Procurement once and he was simply impervious to all I said, rather conversing in one of the Northern Nigerian languages to another man seated in his office (it was not Hausa that I can tell you).

Stop dreaming. There is nothing like change. The same old stuff will still be happening. Same game, different players.

Don't be that fast at concluding. The process might actually be straightforward and at least, one would give them credit for bothering to advertise it this time.
You could put it down to "change" or just improvement.
