It is still the way it was just that having sex with under 11s now carry tougher punishment. In other words, previously, if you have sex with under 18s, you will be punished, but we all know that punishment is too light and is never enforced. Infact it is like not there. But now, punishment for under 11s has been made tougher. We can only hope they enforce that punishment.

My point exactly however is, these girls are matured and majority of them do it with their mates-- may 1 to 3 years older, not like with some older men.

The only diff. between under age sex in the north and the south is if they get pregnant in the west, they either abort it or face the shame and most will opt for abortion just like in this case now.
