I believe that most men today do not like pre intimacy before the main action as they see it as a waste of time and prefer going for the main action instead.

Pre-intimacy or _foreplay as it is commonly known is basically the sexual activity that precedes sex. It's what increases a couples drive to have sex and what gets them in the mood for sex.
It can include touching, kissing, cuddling, "romancing"(as it is called), and all that.
It could even include some weird stuff like application of slight pain on ones self, or on the other partner. Like slapping, pinching, or even biting.
It could also include role play, dressing in a particular way, creating a certain kind of environment or performing some kind of fetish.

To answer the op's question, I think a man or woman's definition for pre-intimacy depends solely on them.
Their definition for pre-intimacy should be what works for them. It should be what increases their general drive for sex.

It should be the environment that turns them on. Those activities that ignites their passion thereby making them enjoy sex better.

Everyone is different. What works for someone would definitely not be what would work for another.
