what you saw was from an ATR 42 surveillance aircraft which as the name implies in not configured for lethal or sub lethal engagement,its job was to provide real time images to other friendly aircrafts in the vicinity hence you saw the video first because it was its job you probably didnt see the Mi-24p hovering around
