Never been there but I'd be surprised if the black population is significant. It's popularly known as Canada's retirement city because a lot of people retire there. It's an island only accessible by air or water but supposedly nice weather. The crime rate is relatively low in most Canadian cities (at least by US or Lagos standards) and I expect Victoria would have one of the lowest.
