This is another fantastic example of white elephant project primarily design by the minister and his cousins in the NIDOE organisation to defraud Nigeria of much sought after hard currency

How do you intend to collate data about Nigerians living in abroad, when you cannot collate data about Nigerians living inside Nigeria. The last census exercise was a sham.  Which sane person will give Nigerian corrupt 419 official his or her personal information - doesn't that sound scary?
