Yes, upper iweka is sort of an intersection linking Obosi and Onitsha. The right side coming from Asaba is Onitsha while the left is Ogbaru till upperiweka where you'll get Obosi.
The new governor is using the plans to restructure the upper iweka.

If streets in Onitsha are tarred, Street lights installed - Onitsha will be very beautiful. The city already has structures. Mind you the city is a commercial hub not a vacation centre.
