They love to humiliate the "weak" in society. Those workers are not even paid on time. This is not to support lateness but the reality is that robbing someone of their dignity for something as minor lateness is beyond the pale.

Of course, it could be that they were threatened with disciplinary proceedings and they are simply begging for mercy but knowing Nigeria, I won't put it beyond a Governor to ask workers to kneel down.
