It is all the effect of living under an oil dependent economy.

During GEJ times....oil prices were high....so CBN does not bother about dollar restriction.

But now...oil price has fallen....and suddenly every dollar becomes precious in CBN's eye....even the dollar you hid in your house.

That's why we have to become an exporter of industrial goods....brings in more dollars....and stop relying on oil....especially as oil price is going to stay low...with everybody producing oil.
