I'm guessing when he's ready to part ways with some cash for at least dinner dates and once in a while special treats on a lady without grudging, discommoding oneself or pressurise his parents/sponsor for extra handouts. Reason is because no matter how we look at it money is needed to bolster and augment a relationship and a guy should first understand this before embarking on one.

Also when one is mentally and emotionally strong to combine his studies or work without losing focus on their chosen career.

Lastly, when he's capable and able to take responsibility to any resultant effect from the affair. Be it pregnancy or otherwise.
