The NNPC job is to big to be handled by a southerner, no matter how competent he is for the job.
Falana should have made the ministerial list, but he would threaten the chances of Abubakar Malami's emergence as AGF. Hence, PMB went for a mediocre Fayemi to make the coast clear for Malami as AGF.
Buhari doesnt want either Tinubu or Saraki behind him. He'd rather use both Yoruba men against each other and eventually take them out of his way.
