Did she receive a written approval from GEJ before disbursing the funds and can prove it? If she didnt, then she's likely a person of interest. GEJ already denied knowing about the $2.1b arms saga while Dasuki said he received verbal approval. Same works here, if she only received verbal approval to disburse Abacha loot to the NSA and that can't be proven, GEJ can deny any knowledge of the transaction and madam may need to clear her name or face what Dasuki is facing.

She may have just been a mule, but her role was critical to the survival of Nigeria.

SAYS THIS LEVEL OF PERSECUTION AND HARASSMENT UNPRECEDENTED, SIGNALS DANGER OF FIGHTING CORRUPTION IN OFFICE

As part of the campaign of falsehood against former Minister of Finance, Dr Ngozi Okonjo-Iweala by Edo Governor, Adams Oshiomhole and other powerful and corrupt interests, another baseless story has been published by some online media. To achieve their evil propaganda objective of tarnishing her name, these evil elements have distorted the contents of a memo dated January 20, 2015 in which the former Minister of Finance, Dr Ngozi Okonjo-Iweala responded to a request by the former National Security Adviser, Col Ibrahim Dasuki (retired) for funds to prosecute the terror war against Boko Haram.

Here are the facts:

• The central responsibility of the Minister of Finance IS to find sources of funding for the financing of approved national priorities such as security, job creation and infrastructure.

• It will be recalled that throughout 2014, there were public complaints by the military hierarchy to President Goodluck Jonathan about the inadequacy of funds to fight the anti-terror war in the North East, resulting in Boko Haram making gains and even taking territories. A lot of the criticism was directed at the Federal Ministry of Finance under Dr Okonjo-Iweala which was accused of not doing enough to find funds for the operations.

• In fact, the Ministry, on several occasions, had to call press conferences to provide details of budgetary spending on the military, to show, against the background of limited resources and other urgent national priorities, that it was doing its best on funding security.

• It was about this time that some new Abacha funds of about $322m were returned with another $700m still expected to be returned. (This is not to be confused with the Abacha funds returned in 2005-2006 under the Obasanjo government whose use for developmental purposes was monitored by the World Bank as earlier explained by Dr Okonjo-Iweala).

• Former President Jonathan set up a Committee comprising of the former Minister of Justice, former NSA and the former Minister of Finance to determine how best to use both the returned and expected funds for development.

• The NSA made a case for using the returned funds for urgent security operations since, he noted, there cannot be any development without peace and security. Based on this, a decision was taken to deploy about $322m for the military operations, while the expected $700m would be applied for development programmes as originally conceived.

• Following the discussions and based on the urgency of the NSA’s memo, Dr Okonjo-Iweala requested the President to approve the transfer of the requested amount to the NSA’s Office for the specified purposes.

• But, as captured in the memo, she insisted on three conditions:

a. only a part, not the entire Abacha funds would be spent on the arms; the rest would be invested in developmental projects as originally conceived

b. the money was to be treated as borrowed funds which would be paid back as soon as possible

c. the NSA’s office was to account for the spending to the President who was the Commander in Chief, given the fact that the Minister of Finance is not part of the security architecture and does not participate in the Security Council.

• The attempt to link the former Minister’s name to any misuse of these funds for any purpose other than security as far as she understood it is totally false and cannot stand.

I wasn't speculating. I just asked if she wasn't as dumb as Dasuki was relying on verbal approvals. No one is accusing her unless she made the same mistake.

FYI we have not heard from Dasuki on this scam!! We have been reading are just contrived stories by differant media.Sambo Dasuki has not granted any interview nor held a press conference since his house was biesieged by DSS operatives.

Only the Nigerian congress is allowed under the constitution of the federal republic of Nigeria to approve or transfer funds.

What they did was illegal and against the law.


Btw, did you skip social studies in elementary school or they stopped teaching that subject.

NOI was duty bound NOT only to approve and/or ask approval from her boss but also to ACCEPT RECEIPTS OF INVOICES of every purchases made including arms purchase.Every related document must be in the ministry's records and not only her letter to her boss. Dereliction of duty is no excuse under the law. Can she be this careless in her lntl jobs? Erant Nonsense!

@chukwudi44, PMB does not neccessarily need the approval of the senate for bailout funds as the senate does not have an oversight over bailout funds. Bailout funds was a sheer magnanimity by the executives by restructuring states debts through the DMO as well as loan grants from the CBN which also does not need the approval of the senate before loans are granted to states. The senate could only dabble in when a petition against a state governor on bailout fund is sent to it. The senate only approves extrabudgetary of which it has oversight power. Does the executive also needs senate approval before granting scholarships?

If NOI is completely sane and patriotic and if it was her father's money she would have;
1.Requested the NSA to furnish her office with the breakdown of how NSA would disburse the loot before given approval or releasing the funds.
2.She would have equally demanded for clearance from the bureau of public procurement.
3.She would have demanded for evidence of the disbursal.
4.Use her influence at CBN to deploy forensics to trace and block illicit transfer.
5.She was in the best position to do a patriotic job but she allowed all these malfeasance.
The worst part is that she has never shown any remorse about how her ineptitude and probably corrupt participation in the sharing resulted into a breach of trust most Nigerians and women folkhad in her.
She is blaming Oshiomhole for exposing her attrocities like the proverb;they called you a goat-thief she said I was only cuddling the kid goat

Sadly, this woman occupied the finance minister position as a figurehead, she was a total waste and burden on the Nigerian taxpayers who paid her for doing nothing.

Billions was disappearing left and right, but the woman in charge of our money looked the other way, she fakes ignorance over everything as if she wasn't in charge of our money.

She looked the other way while NNPC stashed our money in illegal bank accounts, she looked the other way and couldn't account for anything from what's leaving and entering our federal accounts, she had no clue or was just playing dumb about missing oil money till SLS spoke up before finally admitting that $10 billion was missing.

This woman should have been sacked a long time ago, but looting and stealing was normal under her boss who's concept and motto was Stealing Is Not Corruption..

So by your thinking, the SENATE would also have to approve government revenue before its expended? Then one would wonder what FAAC is doing incase of its monthly allocations of revenue generated. The presidency has the executive power over its revenue. It only seeks approval from the senate for drawings from the CONSOLIDATED REVENUE ACCT.
Secondly, as earlier stated, NOI goofed big time, every records of invoices of any purchases for which her office and that of the office of accountant general approved and disbursed must be on her desks and accountant-general's desk.so, the both are also culpable. She cant play ignorant and pass the whole bulk to Gej. She must be in the know of the money she requested Gej signed to the office of Dasuki who is also guilty of diverting those funds for political purposes.
