A government must have a blueprint from whence it operates. It is not enough to administer serious units of our life wire via deadlines. Serious governments run as a system of interdependent parts and the reductionist approach taken by this APC led administration is only fit for governments in the 1920s/30s where everything worked mechanically. How can you draw efficiency from providing cut off dates? Efficiency is built within the core of a unit, the core of a system, and the reason why this strategy will fail is because, rather than deal with the core issues of inefficient management and probably dead wood facilities, we are encouraging cosmetic interventions designed to retain jobs and to give a semblance of things working.

2015, the year of the great deception is over. We agree that we have been mugged electorally. Can we allow 2016 to be different a bit please? No drama, no pictures, no international trips, no media trials just work, work, work.

And for exactly how long will this refinery continue to function? It's not as if this is the first time a Nigerian government has announced the repair of a domestic refinery. Continuing to try to patch up these obsolete and inadequate refineries, instead of selling them for scrap and completely deregulating the oil refining and distribution business, is simply pouring good money after bad, a textbook example of the sunk-cost fallacy in action (and for the PDP/APC warriors, don't bother with the accusations, as I think both of your parties are full of sh*t).

What will you achieve with this kind of comment? Which ever starts first is a good thing the management and staff are working to meet the task set aside for the restreaming of the plants. But my only concern is the amount of refined products, 1.6 million compared to the daily consumption of Nigeria 40 million litres needed. This is like penny wise, pounds foolish. There should be a proactive measures to build a viable and profitable refinery plant, either by the government or by private companies.

It is quite untrue that no one tried to revive them till Buhari stepped in. Mindtwister is actually right. We cannot keep celebrating mediocrity and half measures when we have d capacity to operate optimally but for short sightedness and corruption from decades past. I honestly hope these repairs are the real deal that will last an appreciably long time otherwise it amounts to throwing away good money after bad.

The ignorant goats called APC supporters are back to their usual idiotic best!...They were told in June that rehabilitation of our refineries by the NNPC would take 18 months starting from October 2014....But the shameless idiots(ably commanded by the "passing goat"wink never listened but rather vomited "tales of body language"; the refineries crashed and as expected, all of them recoiled in their trademark cowardice! Fast forward to few weeks to the originally set production date, the usual suspects are here trying fruitlessly to convince themselves that their god has anything to do with this!

Re: Kaduna Refinery Restarts Production by omohayek: 11:15pm On Dec 20, 2015
This latest effort at rehabilitating the domestic refineries will end in failure, just as all of the previous ones have. Petroleum refining is a low-margin business, and all three NNPC refineries are obsolete, so even without the fuel subsidy they wouldn't be able to cover their costs. As the fuel subsidy has not been abolished, these refineries will bleed money until they eventually have to be shut down again, for lack of sufficient funds to keep them running.

I really hope this is not another road side mechanic temporary fix due to fear of sack.

That it has started production is commendable but I hope it remains operational for a long period of time and it receives the required crude to be able to produce refined products.

It's high time we stop working to deadlines and properly fix all the problems no matter how long it takes so we have a smooth run going forward.

PH and Warri are different beasts entirely na God go help us.

FROM DENNIS MERNYI, ABUJA The Nigerian National Petroleum Corporation (NNPC) has disclosed that the three refineries would no longer be sold or privatised as announced by government, but that rather they will be fixed for maximum capacity utilisation. The NNPC Group Executive Director (GED) in charge of Refining and Petrochemical, Mr. Ian Udoh, while answering questions from Energy reporters in Abuja recently stated that the planned rehabilitation of the refineries would cost the corporation at least $550 million to get them on stream instead of the whopping $1.6 billion proposed by the foreign partners shortlisted by the original builders of those re fineries. According to him, the refineries are not to be sold but would be rehabilitated through a phased programme using local resources and over a period of 18 months starting in October last year, pointing out that by the end of this year or early next year, the refineries would be signifiin-house competencies spread cantly better positioned than they are right now. Udoh explained that from recent pronouncements by the NNPC, the use of using original equipment builders went into a cul-de-sac as far back as 2013 because the original builders were not willing to come to Nigeria. “They rather nominated partners to do the deal. And such partners were not willing to give post- rehabilitation performance guarantees. Again, their prices were very high. It was exceedingly high such that NNPC was more or less not able to afford the sum as high as for legal and management services only.” So, a new path had to be taken, which could be more affordable to NNPC and that is to rehabilitate all refineries simultaneously resorting more to what is locally available – the in-house engineers and such contractors that have been working with us all these years. We are familiar with them and they are also familiar with the plants over a period of 18 months.” According to him, part of the plans was that, if there is any challenging equipment, they will resort to the original equipment manufacturer to send their representatives to join Nigerian engineers to carry out what is needed to be done. So, that process is in progress. The necessary things are in progress. We kicked off in October, and the refineries are gradually coming back the way it should be without hand ing out any big controversial contract award to foreigners. The three refineries, going by what the nominees of the original builder said, would have come to around $ 1.6 billion. But we could not afford that because we are not going to get any funding from government for that. So we have to manage our resources to fix it. We reexamined the work scope again and picked those essential things that we must do for the refineries to optimally run 90 per cent capacity. http://trends.ng/nnpc-to-spend-550m-on-refineries-ged-udoh/

The effect of changewink

Actually that's not a good news Sister.
It's a bad one, a very bad one for that matter depending on how you look at it. That's the same way they have been giving us half baked good news about Electricity for eternity. They tell you that Nigeria generated 4000MW of electricity today, the next day, they tell you it dropped to 2500. The reason is always because they are struggling to save their jobs by announcing unstable achievements. I am not talking about this government, I am talking about every government from 1980.

Giving deadlines is the major problem here. In a few weeks or months at most, they are going to tell us that it broke down again. Do you know why? Because people do not want to lose their jobs, therefore they hastened up the patching process and come out with the news before the year ends.

The three Nigerian refineries require major overhaul. So many things need to be changed, including analogue workers who are not up to date with digital systems.

I was in Port Harcourt Refinery when I visited Nigeria last two years, 50% of the facility was covered by grass. The heavy equipments installed many years ago were rotten as a result of many years of inactivity.

This people should stop giving us useless and unrealizable deadlines to save their jobs..
We are already in a mess and the moment we understand that and work slowly to achieve a better result, it would be better for all if us.
