You are mistaken. If you look hard enough you will find exactly where he said the funds will come from. The only problem is, the more you look the less you see. Nigerians don't care about where the funds will come from. All they care about is collecting the funds. I thought he would say that it would be funded through taxation, like every other normal does it, but alas, he himself doesn't know what such a huge project entails.
