The article states that the fund is for small scale entrepreneurs.

I think people have an image of medium to large scale outfits using funds to buy machines and employing thousands so it therefore MUST mean it is for each business/individual.

It is not aimed at those types, which leads me to believe it is a total fund from which individuals may apply for assistance with their SMALL SCALE businesses.

I know it seems about five percent of what it should be but that's what he promised remember. At the end of the day at least it's something and there is a lot local businesses can do to raise more.
