It encourages sexual immorality. The reason is because most of the people that engage in abusive sex cannot read proper English. The only word they would understand in that billboard is SEXUAL because that is what the image relate to. Kids who cannot read will also understand the image. Again, it is easier to quickly look at the image than the words in there.
