Re: Houdegbe North American University (hnaub) by james2man: 7:37pm On Aug 27, 2013 |
The issue of houdegbe university seems be to complicated,we are not sure what to believe about this school, all sort of information continue springing up. There is no gainsaying the fact that the upsurge in the number of Nigerian students travelling abroad to study is a result of the rot that have characterised the nation’s educational system, especially at the tertiary level. With this fact has resulted the several controversies over the veracity or acceptability of the certificates acquired from some of these foreign universities. Tayo Lewis and Clement Idoko in Abuja investigate. ALBERT’S frustration knew no bounds. For the umpteenth time, he was being told to be patient but he certainly was beginning to lose the little patient he had garnered as a Nigerian living in the “more patient” country called Ghana. He had been assured by the authorities of his University in Ghana that the school was as authentic as they come, and that as soon as he got back to Nigeria, he will be mobilised for the National Youth Services since, he was told that his counterparts had been mobilised to the service in Ghana. Now, it is seven whole months gone, even the usual “To whom it may concern” was yet to be issued by the university whose name sounds like pentecost. Does this mean that the several dollars his parents spent to educate him for a four year course in Ghana was gone down the drain? The usual explanation from the school registrar each time he called was that the certificates were yet to be issued because the processing with the University of Ghana which his university claimed to be affiliated to was yet to clear. Albert’s agony is just a reflection of those of several Nigerian youths and their parents who have had to cough out so much money, according to Dr Bola Babalakin, SAN, billions of dollars to educate their wards in Ghana. Investigations by Education Tribune revealed that some of these Nigerians go abroad to study in low-grade universities and in some cases, unaccredited institutions. In fact, some smart Nigerian Alecs now set up tertiary schools on the West African coast and the bulk of their student populace are Nigerians who had failed to find a space in any of the nation’s 124 universities either due to some ill-luck or sheer incompetence. This is partly because some of these institutions do not require rigorous admission procedure but the students pay in dollars both to the Nigerians who act as recruitment agents within Nigeria and their proprietors who are also sometimes Nigerians. It was also gathered that candidates, who have deficiencies in terms of number of credits obtained in their ‘O’ Level secondary school leaving certificates, or who have been rusticated from universities in Nigeria for some unrully or criminal behaviours find some of these foreign institutions safe havens as long as their parents can afford the cost. A Senior Official in the Tertiary Education Department of the Federal Ministry of Education told Education Tribune in confidence that some of these institutions were established abroad to swindle prospective students, especially from Nigeria because of the crave for foreign certificates and their low academic capacities. “The Evaluation and Accreditation Department of the Federal Ministry of Education is really doing a great work but many people do not know. You find some of these people going to study in unaccredited foreign universities because of deficiency in subject requirement for admission into universities in Nigeria and coming back to put pressure on the Ministry to approve the certificates. “Nigerians intending to study abroad have always been advised to come to the Ministry to verify the accreditation status of the institution they plan to attend but some of them would not do that. It is when they encounter problems in their school that they run to the Ministry. The people in Evaluation and Accreditation Department will never listen to you if the institution is not a recognised university,” the source said. The source added that some of them who failed mathematics or English, instead of making further attempts to remedy the problem; “they look for cheap admission in Ghana and some other African countries where these unaccredited institutions keep springing up”. For instance, Ghana is an attractive country for Nigerian students seeking to study abroad because both countries not only share similar historical experiences, they both have linguistic and educational resemblance having shared the same colonial masters. There is also the surge by Nigerians to study in Ghana because of the quality of educational delivery in the country and the fact that the Ghanaian university system is acclaimed globally as outstanding. In the 2012 world ranking of top universities in Africa, all Ghana’s six public universities fared better than their Nigerian counterparts. The University of Ghana came top on the list at the 14th position. But are all these mushroom universities recognised as what they claim to be in their own countries? Investigations also revealed that only nine universities in Ghana are recognised by the Federal Ministry of Education of Nigeria. This is contained in the International Handbook of Universities-2009 Volume 1, Twentieth Edition as approved by the International Association of Universities and IAU/UNESCO Information Centre on Higher Education. The universities are: the University of Legon, Accra; Kwame Nkrumah University of Science and Technology, Kumasi; University of Cape Coast, Cape Coast; University of Mining and Technology, Tarkwa; and University of Education, Winneba. Others are: Central University College (CUC), Dansoman, Accra; Ghana Institute of Management and Public Administration (GIMPA), Achimota, Accra; Methodist University College, Ghana, Dansoman, Accra; and University for Development Studies (UDS), Tamale. Worried by the quality of certificates obtained by some Nigerians from some of these foreign universities, the Federal Government had, toward the end of last year commenced the process of verification of foreign certificates obtained by Nigerians from tertiary institutions abroad. Minister of Education, Professor Ruqayyatu Ahmed Rufa’i had inaugurated a National Standing Committee on Evaluation of Foreign Qualification in Abuja to carry out the verification exercise. The composition of the committee, anchored by the Evaluation and Accreditation Department of the Federal Ministry of Education, include the academia, retired educators, state evaluators and core civil servants. She urged members of the committee to carry out the assignment dispassionately and without bias, saying, “Let me quickly remind NSC members that the decisions they would be taking today would make or mar somebody. For this reason, it is expected that they should discharge their functions without bias”. However, a coalition of the Civil Society Organisations in Nigeria, have insisted that the Federal Government must demonstrate political will to revamp the country’s university system in order to discourage the exodus of Nigerian students to study abroad. Mr. Ezenwa Nwagwu of Coalition to Save Education in Nigeria, who decried the unimaginable rot and decay in the nation’s university system, noted that the resort to study in Ghana by many Nigerians whose parents are well-to-do was never the solution to the problem. He said: “The Ghana thing is a temporary relief, but the fundamental is that we must do something to get our universities working again, our educational institutions working again and that is our concern in the Civil Society Organisations. “If you see the report of the Needs Assessment to Nigerian Universities recently conducted, you may not want to send you child to any Nigerian Universities. So, what to do is to get everybody to come into the business of finding the solution to the problem that we have. Those who run to Ghana is like your house is burning, and you say let me move into a hotel without trying to put off the fire,” he said. Nwagwu, particularly noted that what the Independent Service Delivery Monitoring Group (ISDMG) was trying to do was to galvanise civil society actors in the country around the issues that have been raised in the Needs Assessment to Nigerian Universities that the Federal Government itself did. Stressing the need for the issues raised in the report to be put in the front burner, he said, “I have seen that document, and it is a document that no outsider should see because of the level of rot that our educational system is currently bedeviled with”. A communiqué of the civil society strategic session on tertiary education in Nigeria held in Abuja recently called and pushed for an urgent action on the part of government to act quickly and decisively in addressing the parlous state of education in Nigeria. Specifically, participants at the event organised by the ISDMG, including members of the Academic Staff Union of Universities(ASUU), offered some suggestions towards the repositioning of the Nigerian university system and reducing the crave to study abroad. Some of these suggestion contained in Communiqué made available to Education Tribune in Abuja include, “That the nation’s educational philosophy must make as its centre-piece the fundamental need to develop the totality of the human person and an investment in the citizens as the agents of development and commit the needed resources for achieving this rather than viewing education primarily as a process of producing people to meet market demands “Notwithstanding the existence of the education interventionist agencies, participants called on government at all level to be alive to their fundamental duties of investing in the education of Nigerians as tool for the realisation of its developmental aspirations and not abandoning the funding of education and educational development to the interventionist agencies. Interventionist agencies remain largely interventionist and are not a substitute for the duty of governments at all levels to fund and commit the needed resources to education. “In order to address the perennial crisis of lack of industrial harmony in the tertiary education sector, accountability, transparency, probity must be enthroned through guaranteeing the autonomy of tertiary institutions as well as the rights of the industrial unions and students to independently organise free from the intervention of the management of tertiary institutions. “For efforts at revamping tertiary education in Nigeria to yield positive results, appointments of the head of tertiary institutions must de-politicised and the designation of such heads as political appointments be reversed forthwith and immediately. “That the integrity system and accountability structures of tertiary institutions including the council, senate, faculty and departmental boards of tertiary institutions must be strengthened and appointments into such be de-politicised in order for them to be alive to their responsibility of ensuring the integrity of tertiary institutions in terms of its management and services provided to the larger Nigerian economy “That transparency and probity must of necessity be enthroned in the tertiary education sector and act of corruption, punished, if the resources being committed in the sector by the interventionist agencies and the government is to produce the desired results of a revamped educational sector in the country. “That the Report of the Committee on Needs Assessment for Nigerian Universities set up by the Federal Government be implemented fully and timelines for its implementation released and that Government should honour the terms of agreements it freely entered into with stakeholder Unions to avoid incessant strike actions.” List of accredited varsities in Benin Republic Public Institutions • Abomey-Calavi University, Cotonou. • Parakou University, Parakou, Borgou Private Institutions • Advanced School of Economics and Management, Cotonou • African University of Technology and Management, Cotonou • Benin University of Science and Technology, Cotonou • Catholic University Western Africa, Cotonou • College of Surveying and Mapping, Cotonou • Higher Institute of Vocational Education, • Houdegbe North American University Benin (HNAUB), Cotonou • International Polytechnic University of Benin, Cotonou • Le Citoyen Polytechnic Institute, Cotonou, Littoral • Pigier Benin, Cotonou • Protestant University of Western Africa, Port Novo • University Institute of Benin, Cotonou List of accredited varsities in Ghana • University of Legon, Accra; • Kwame Nkrumah University of Science and Technology, Kumasi; • University of Cape Coast, Cape Coast; • University of Mining and Technology, Tarkwa; • University of Education, Winneba. • Central University College (CUC), Dansoman, Accra; • Ghana Institute of Management and Public Administration (GIMPA), Achimota, Accra; • Methodist University College Ghana, Dansoman, Accra; • University for Development Studies (UDS), Tamale. FYI, nothing is impossible under the sun. If a uni can lose the right to offer a course, there's no telling that it can not be unaccredited after all, d quality of a school is dynamic, not static. |
